Handle Operations Management Responsibilities
Manage the operations of the assigned project throughout partners and geographical target locations
Coordinate and consolidate the PCM in a detailed manner including planning and reporting of project activities
Organise administrative and financial matters related to the project activities
Continuously monitor and evaluate ongoing activities and report on successes and challenges
Perform regular monitoring site visits
Provide guidance and mentoring to partners’ staff as needed
Assess partners’ staff training needs
Lead steering committee, technical working groups, operational lead meetings and support office coordination
Create and maintain comprehensive project documentation
Ensure that all project goals and activities are delivered on-time, within scope and within budget
Coordinate and supervise local partner activities

Ensure Activities implementation
Coordinate and supervise project activities in close collaboration with partners’ project managers and technical advisors
Conduct monthly coordination meetings with partners and write minutes
Promote good practices and incorporate lessons learnt into project implementation
Develop and revise the timetable and work plan of activities under the project

Follow up on Compliance and quality
Provide ad-hoc advice to resolve issues relating to the implementation and management of programme
Monitor programme progress and support the staff to ensure that activities are implemented in alignment with donor requirements and regulations, as well as global standards

Handle Finance / Admin responsibilities
Ensure that consortium partners meet donor requirements in terms of procurement and finance (contract, payments, installments to contractors, etc…)
Ensure that soft and hard records are kept for all procurement contracts (services, goods, works)
Monitor expenditure, budgets and expenses. Track activities for the project. Address under/over expenditure as necessary
Analyse project spending and ensure its timeliness by all consortium partners and address under/over expenditure as necessary.
Ensure monthly, quarterly and annual financial planning related to the project
Oversee consortium partners’ financial planning (Cash Flow) and expenditure rate related to the project, including reporting

Coordinating, Reporting & Learning
Organise, coordinate, review and coordinate timely monthly (and external quarterly/annual) reports
Propose new/amended activities according to identified needs and suggest solutions for problems encountered with activities/ budget/work plan/human resources, and discuss them with line manager. Lead in decision making processes
Promote good practices and continuously incorporate lessons learnt into project implementation
Lead monthly/quarterly/bi-annual meetings with different entities to review the programme and draw regular lesson learnt events with consortium partners and the donor.
World Vision staff, partners, donor and partner ministries are well informed of programme achievements, challenges and suggested mitigation measures

Ensure Networking and External representation
On behalf of the consortium, lead national/regional/global (when available) representation and collaboration with other international, local and government agencies
Lead coordination with all other local and international actors
Actively participate in coordination meetings with donor, sector working groups and aid coordination for a as well as EDPU
Develop and maintain strong relationships and information between the consortia parties

Handle Staff Management
Lead project Management Team/HUB based at the National Office on day-to-day basis and conduct performance agreement/review in coordination with technical matrix managers
Lead partner organisations and their project staff throughout the programme implementation while maintaining positive relationships with partners’ senior management staff
Programme team throughout all partners is aware of and follows the vision and strategy of the consortium to drive for youth-led change

Perform other duties as required
Be aware of the emergency procedures in a response and ensure that necessary preparedness measures have been implemented.
Attend Program and MEAL related meetings within WVL, and with the sector, donors, and local authorities as needed.
Attend and participate in capacity building trainings locally and internationally.
Attend and participate in WVL’s spiritual nurture and other organizational events.
Responsible for staff security and actively contribute to a positive risk management culture.
Act responsible of own security and actively contribute to a positive security culture.
Report Child Protection (CP) incidents as per the safeguarding policy guidelines.
Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
Perform other duties as assigned by Line Manager.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
5-7 years of experience with NGOs
3-5 years of experience with staff management
Good experience using MS project
Proven working experience in project management
Proven working experience in portfolio management
Proven working experience in complex consortium structures
Proven track records of working with high level donors and government entities.
Familiar with core principles of Children Rights, Child Protection, Participation, Do No Harm, Sphere
Knowledge of and adherence to the Child Protection Standards, Red Cross and NGO Code of Conduct
Experience in child protection and youth programming.
Knowledge of and experience in working on youth, local governance and civic engagement in Lebanon
Considerable knowledge and experience with Project Management Cycle (PCM) including budgets control and procurement processes; desired: PMP certification
Experience in working in complex consortium structures
Working knowledge of the logical framework approach to project design, monitoring and evaluation
Ability to lead a dynamic team to strive for programme success
Highly organised and ability to multi-task with tight deadlines in a complex consortium structure within a complex country context
Knowledge of EU implementation standards and experience in working with the EU
Very good and efficient communicator
Good interpersonal skills, cross-cultural sensitivity, mentoring skills
Flexible to work in field locations, able and willing to travel to the area of operation on a regular basis to meet the project requirements
Self-motivated, positive attitude and with a willingness to learn
Ability to work analytically, recognise problems and solve them efficiently in a team-oriented manner
