Child Protection Specialist - National Office (Mansourieh)

Responsibilities:

Ensure Strategy & Program Development

Ensure the CP Programming is implemented in alignment with strategy

Participate in revision of WV Lebanon strategy and priorities based on emerging needs and donor interests.

Ensure alignment of WV funds with WV Core Project models

Ensure integration between WV CP work in both Humanitarian and Development settings

Leverage sponsorship funding for grant acquisition

Develop the technical/sectoral components of new proposals, in consultation with GAM, MEAL and Operations teams.

Position WV as a reputable organization in the CP sector in Lebanon

Support Implementation, monitoring and reporting

In close collaboration with the CP coordinators, ensure technical supervision to field CP staff including coaching, sharing resources and materials, revision of reports, analyzing lessons, etc.

Co-lead with the MEAL team the development of Evidence Building Plans (EBPs) for the CP sector

Develop sector measurement tools in collaboration with the MEAL team.

Intervene, when necessary, at procurement level, to facilitate/find solutions to material purchase difficulties or delays that are affecting the program quality implementation.

Review MEAL reports specifically program findings and recommendations

Handle Networking & External Engagement

In collaboration with GAM and the Public Affairs team, engage in networking and coordination with external CP Stakeholders and partners (Child Protection Partners working group, PSS working group, MOSA, INGOs, National NGOs, etc.).

Participate in National workshops, training and internal WVL meetings, workshops, etc.

Coordinate with the Child Protection Learning Hub on a regular basis as well as with other relevant internal stakeholders at WV, whether at the Regional or Global level.

Meet donors to preposition for new program ideas and models based on evidence.

Support CP coordinators in identifying new potential partners 

Ensure Child Safe Organization Requirements

Oversee the implementation of Child Protection Standards and Child Safe Organization Requirements in the National Office (staff regular orientation, Development of the CPIPP, mainstreaming of CP in departments (Communications, Sponsorship, Procurement, Advocacy, IT, etc.)

Oversee management of CP Incidents, reporting and follow-up between national office and Technical Field staff, regional and global teams

Ensure completion of CP Policy Update Reports every six months

Ensure completion of CP Incident Reports within deadlines

Ensure Child Safeguarding requirements

Handle Staff Management & Capacity Building

Provide leadership and coaching to the CP team to ensure high quality implementation of CP

Perform team management tasks for direct report including performance management (agreement, reviews, extensions, PAFs, etc.), staff budgeting, task analysis, etc.Develop and revise CP capacity building plans and share with P&C

Specialized training/capacity building for staff who are managing or implementing CP projects. This will include understanding of systems approach to CP, priority issues within national strategy, relevant national legal frameworks, mobilizing communities and other project specific skills.

Orient and train WV Lebanon relevant staff (including direct reports) on CP Technical Programs, standards, tools, models, etc.

Learning and Research

Participate in all CP projects’ lessons learned events.

Participate in design and roll out of new research proposals and initiatives of WVL.

Conduct regular situational analysis of the sector and feed recommendations back to WVL for decision making on future priorities

Perform other duties as required

Attend and participate in WVL’s spiritual nurture and other organizational events

Responsible of own security and actively contribute to a positive security culture

Report CP incidents as per the safeguarding policy guidelines.

Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager

Perform other duties as assigned by Line Manager

 

Requirements:

5 to 7 years of technical expertise in the areas of protection and child protection

Experience in capacity building processes, tools and methodologies

Experience in needs assessment and project design

Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem solving skills;

Experience and willingness to take initiatives in the following areas: Protection principles, ICRC Code of conduct, Protection mainstreaming, PSEA, Child Protection, System Approach

Good analytical and writing skills;

Good interpersonal skills, influencing skills and cross-cultural sensitivity;

Able to work on multifunctional tasks in the pressure of time and organizational changes.

Bachelors degree in protection/ child protection related area or any other relevant area such as Social sciences, Psychology, etc. 

Strong computer skills including Word, Excel, PowerPoint.

Valid driving license (in Lebanon) for more than 2 years is required.

Masters Degree in the above mentioned areas is preferrable.

Experience participating in program implementation, monitoring and evaluation processes

A familiarity and understanding of:

  • Psychosocial, child abuse and neglect issues, Advocacy on the Rights of the Child including the UN Convention of the Rights of the Child (both in national and community level.
