Design Monitoring And Evaluation Officer

ROLE DIMENSION / DESCRIPTION I.      Facilitation of program/project development a.      Provide program/project staff with DME tools to conduct assessment and designs b.      Assure community participation in the process c.       Draft program/project assessment and design (excluding non-sponsorship designs) documents according to LEAP standards II.     Monitoring and Evaluation of programs/projects a.      Develop monitoring systems and tools with program/project staff (including data collection methodology and tools, indicators, reporting forms, outlining responsibilities) b.      Conduct project objective level monitoring c.       Draft program/project monitoring, baseline and evaluation documents according to LEAP standards and other donor requirements d.      Assure quality of program/ project monthly reports based on WVL monitoring system guidelines III.   Capacity building a.      Build capacities of program/project level staff on programming cycle as well as DME tools and processes. This is done through formal trainings and ongoing/on-the-job coaching. b.      Build capacities of program/project local partners on programming cycle as well as DME tools and processes IV.   Knowledge Management             a. Capture and share knowledge, experience, lessons learned and best practices with other relevant staff from M&E processes. Ensure that staff share the learning with community members b. Ensure systematic documentation of lessons learnt from the M&E processes, inform the program team of promising practices and challenges and monitor application of recommendations.   c. Support programs to capture and share DME documents by uploading them on the suggested Knowledge Management Systems. Knowledge & Skills Excellent written English, with good command of spoken Arabic and English Essential Critical thinking and analytical skills Essential Research skills Essential Interpersonal and communication Essential Training and facilitation skills Preferred Organization and time management skills Essential Ability to work effectively with teams Preferred Ability to work effectively under pressure Essential Computer literate with a high degree of proficiency and productivity Essential Experience Minimum 6 months in academic research and/or relevant DME experience Preferred Work Environment -       30 % travel required -       50 % desk job -       20 % meetings
