Development Coordinator (Beirut)

Project and program implementation Set the annual operating plan and budget in coordination with the DME unit, Area manager and area accountant. Lead the community in implementing the project activities with support from community volunteers, field interns, Community-Based Organizations, stakeholders, external consultants and World Vision Lebanon staff. Monitor the implementation and progress of the project(s) according to approved stated objectives, plan of action, budget and record progress by working closely with the Design, Monitoring, and Evaluation unit and the Area Manager. Interact regularly with area manager and NO sector specialists to seek technical guidance and expertise regarding project related issues Participate periodically in evaluating the impact of the project on the beneficiaries with support from the DME unit. Implement audit recommendations, ensuring compliance with World Vision standards. Data Collection and Learning Ensure accurate and timely data collection  for project design Ensure that  regular needs assessments and observational studies of the living conditions of communities  at the Zone level are being conducted through Focus group discussions, HH surveys etc. facilitate lessons learned reflections and action learning events with the community and local partners/stakeholders) Reporting and information management Prepare monthly, quarterly and annual progress reports (financial and operational) on the proceedings of the project(s). Keep and file records and correspondences related to the project   Coordinating and building relationships Build and maintain relationships with local authorities, community representatives, NGOs, and other stakeholders to ensure strong and effective working relationship, program’s sustainability, and to maximize the financial and technical resources and develop a synergy for effectively serving the community Ensure that related DFs are communicating effectively World Vision’s identity, mission, vision, values and its approach in order to work in ways that are contextually appropriate and clear. Strengthen the relationships between stakeholders and beneficiaries by creating a network between partners of the community and community members. Support the DFs in encourages an understanding of sensitivity to child development and child vulnerability factors among community members and partners Undertake social networks analysis in order to understand the functions various stakeholders fulfil, power dynamics, and to identify potential local partners and assess their capacity building needs. Build a database of trainers, suppliers, companies, NGOs and others which may support with the implementation of the project. Coordinate with the Communications department at the National Office for story coverage at the project level. Facilitate project visits by donors and other visitors Actively search for new partners within and outside the community, identify how these partners can work together towards shared priorities for child well-being and initiate, develop and manage partnership arrangements with them.   Build community and partners’ capacity Lead and coordinate the capacity building of WV and partner community groups to deliver the joint outcomes effectively. Ensure that the capacity of WV and partner community groups is built o maintain and monitor the effectiveness of their partnerships over time. Ensure that  partner community groups are trained on appropriate skills and self-assessment methods to build their capacity for management of local initiatives. Ensure that the capacity of community partners and volunteers is built to facilitate and manage development plans focused on child well-being Supervise the prepare and implementation of community based activities including workshops, trainings, and other events in coordination with relevant stakeholders and WVL subject-matter experts   Assist in identifying new projects’ opportunities in order to increase funding and impact Communicate potential project proposal ideas with area manager and DME unit to further the impact of the existing project. Work on developing new concepts and supporting program officers in drafting new proposals writing as per the identified needs.   Coordinate local level Advocacy activities Coordinate with the Advocacy Manager to support the implementation of the World Vision Lebanon Advocacy strategy at the area and community level. Assist in designing and launching advocacy projects, initiatives and campaigns at the community level. Assist in identifying and responding to existing and potential child protection threats at the community level in close coordination with WVL Child Protection Specialist. Develop and maintain relations with key stakeholders and ensure representation and participation in related advocacy coalitions and networks at the area level. Sponsorship Lead and coordinate the development and implementation of a plan for building understanding on Sponsorship in communities during each step of the program process in close co-operation with sponsorship officer.  In Coordination with Sponsorship Officer, work with Area team to contextualize sponsorship message and prepare a communication plan for partners, community members, families and children. Ensure the quality of messaging on sponsorship for communities and partners. Coordinate with the Sponsorship Officer on the growth plans within the zone. Ensure full compliance with World Vision Sponsorship standards by overseeing the quality of Sponsorship management. Analyse risks and challenges to sponsorship operations and develop appropriate strategies to ensure sponsorship effectiveness in each phase of the programme in coordination with Sponsorship Officer In coordination with the Sponsorship officer, prepare the sponsorship operations plan, including the requirements of sponsorship annually. Manage the quality of child selection processes. Ensure sponsorship Key Performance Indicators and sponsorship policies are met. Ensure the quality and timeliness of sponsorship requirement Identify and assess potential partners for child sponsorship in coordination with Sponsorship Officer. Monitor and support partners and volunteers and staff in meeting sponsorship requirements efficiently and effectively. Ensure that planning, analysis and reporting of Child Monitoring takes place. Support the DFs in Registering  children when needed as per the budgeted plan while ensuring the consent of the parents that have correct sponsorship key messages Ensure quality communication between registered children (including the most vulnerable) and sponsors, including arrangements for donor visits if required in coordination with Sponsorship Officer. Monitor and manage ongoing community understanding and ownership of child sponsorship and design plans for continuous education and increased ownership overtime in coordination with Sponsorship Officer. Report on children drop out to the sponsorship officer in a timely manner as per the sponsorship standards Ensure the sponsorship quality standards are met with respect to child data, child greeting video, photos, activities and child protection. Produce necessary reports as requested by the Sponsorship officer Team management and development   Supervise direct reports and assist them in understanding their role and in identifying appropriate solutions to problems, concerns, and issues that are faced in their area. Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisal are done. Ensure optimization of subordinates’ potentials through coaching, on-the-job training, and capacity building. Ensure that staff understand and follow the WV child protection policy, that efforts are taken to respond promptly and appropriately to child protection incidents, and that awareness raising for prevention and reporting of child protection incidents occurs within the program area. Ensure WV core values and principles are upheld at the project site by all staff.
