  Terms of Reference Labor Market Assessment Middle Dreib ADP   Better Economic Opportunities for Youth    World Vision Lebanon    1.      Introduction Position Consultant Reporting to Corinne Sakr, Area Manager Akkar Duration November 15th till January 15th 2013 Location Middle Dreib,  Akkar,Lebanon     2. Description of Work focus The Economic Development Project of Middle Dreib  Area Development Programme (ADP) seeks to address the causes of youth unemployment, in a holistic and sustainable way by first assessing the economic opportunities and activities at the local level, and second by addressing the identified needs through the provision of adequate tools, knowledge, and skills for youths. The project not only works directly with youths, but also with their environment (i.e. schools and parents) to ensure youths are well supported to successfully undertake economic activities. The project aspires at developing the human and social capital of youth with their full participation in all phases of the implementation.  The absence of information on economic opportunities in the Lebanese Labour market and at the local level is considered a major barrier between youth and employment as those youth are unaware of the existing resources in the Labour market as well as the available opportunities where they can invest the assets they have. As such, an assessment of the Labour market in Middle Dreib level is needed, to inform the design of an appropriate intervention that enhances youths’ employment. The number of youth involved into the implementation of the assessment will be approximately 40 youth from 12 villages from Dreib. Those youth live in our primary focus area and they will be male and female with age 16 and above.   2.      Party Responsibility World Vision (First Party): The first Party agrees to: Provide the consultant the financial and the technical support to conduct the local market assessment. Mobilize the youth to take part of the local market assessment. Facilitate the entire needed field requirement for the local market assessment. Monitor and work closely with the consultant in conducting the assessment. Review the second party report and provide general oversight as necessary. Provide the budget committed to the activity at the beginning, the mid and the end of the consultancy phase.   Consultant (Second Party): The second party agrees to: Understand the context of Akkar in general and Middle Dreib in particular through informal discussions with the ADP team members Review the compendium of indicators and the tools of measurements available within the organisation for carrying out the assessment of the Economic Development Project, particularly Youth employment and work force development initiatives. Conduct secondary data review on available labour market  inNorth Lebanonwith a focus on Akkar area 4. Define primary research including: define sample size and target population Insure participatory action learning focused. Identify/develop tools for Primary data collection (both quantitative and qualitative) in Middle Dreib including indicators for the youth employment and the workforce development project baseline measurement. Train youths/volunteers on data collection tools identified/developed Conduct primary data collection in the Primary Focus Area comprising 12 villages and monitor the youths/volunteers involvement in data collection Enter and Analyse the data collected with the participation of youths/volunteers Write a report with all synthesized results from primary and secondary data with recommendations for project design   Knowledge, skills and abilities: -        Masters degree in business, local economic development, public health or any other related field. -        3-4 years of development work experience. -        Know the Lebanese context in general and Akkar area in particular. -        Deep knowledge in local economic development. -        Clear knowledge and understanding of the added value represented by the youth participation. -        Experience in interactive and participatory trainings techniques. -        Excellent interpersonal skills and ability to work in a multicultural team or environment. -        Ability to meet deadlines. -        Advanced in English and Arabic written and spoken language.   4. Deliverables The consultant will have 2 months to complete all the tasks outlined in section 3 above. The assignment includes both office and field work. The consultant will be working closely with the Economic Development Specialist as well as the Programme Officer for all technical-related tasks (i.e. tools’ development, Focus Groups Discussions and interviews’ questions development, data analysis, etc.). He/she will also regularly communicate with the Area Manager to coordinate all community related tasks (i.e. access to youths, contacting communities, planning for interviews, etc.) At the end of the assignment, the consultant is expected to have produced a report which shows: Map of existing economic activities and employment preparation activities and employment preparation activities – young people in Middle Dreib are currently engaged in. Map of the labor market opportunity available for young people in Middle Dreib. Study methodology Results of the quantitative and qualitative analysis with a focus on the key findings   Results of indicators’ measurement at the outcome level (project baseline) Practical recommendations on the project design based on the assessment results Recommendations on indicators changes Young people’s visions and preferences for work/income generation. Current barriers restricting Young people from reaching these goals. The existing services that support young people.   5. Project Period: The Work Period will be from November 15th till January 15th 2013. Field visit as two parties required. Delivery of the report: February 1st 2013.  6.
