MAJOR RESPONSIBILITIES:

Strategy & Program Development

Meet donors to preposition for new program ideas and models based on evidence.

Co-develop new grant proposals, in consultation with Programmes, ELA and Operations teams.

Provide input into budget of technical components within new proposals.

Participate in revision of WV Lebanon strategy and priorities based on emerging needs and donor interests.

Lead the development of Technical Program components in alignment with strategy.

WV Lebanon current and prospective donors are aware of WV priorities, approaches and the evidence behind them.

New proposals submitted in alignment with sector standards and evidenced approaches.

Proposal budgets account for needed technical costs.

All new grants developed in alignment with Integrated TP.

WV Lebanon strategy informed by sector needs and priorities

Education components of the Integrated Technical Program are in place and updated as per strategy revision terms.

Support Implementation, monitoring and reporting

Provide technical supervision to field Education staff including coaching, sharing resources and materials, revision of reports, analyzing lessons, etc.

Monitor progress of education projects and discuss challenges and support needed with field teams. Address implementation delays and issues with the relevant project manager, Area Manager and Ops Director.

Co-lead with the ELA team the development of Evidence Building Plans (EBPs) for the education components of the integrated technical program and for new projects.

Develop sector measurement tools in collaboration with ELA. Specifically, set sectoral/technical tool questions based on accredited global tools.

Intervene, when necessary, at procurement level, to facilitate/find solutions to material purchase difficulties or delays that are affecting the program quality implementation.

Review grant progress reports and M&E reports specifically program findings and recommendations.

Develop annual TP reports that document progress against objectives of the TP and hence strategic objective.

Strengthened capacity of field Education project staff

Programmatic lessons learned are captured and recommendations provided to project teams

EBP’s are in place for TP and each project

Sectoral/technical tools are in place and used across aligned projects

Technical procurement standards are met

WVL projects are informed by tangible and quality technical recommendations

Staff Management & Capacity Building

Revise JDs related to the education sector when needed and participate in the recruitment of relevant project and technical staff.

Develop and revise Education Sector capacity building plans and share with P&C

Orient and train WV Lebanon relevant staff on ITP components related to the Education Sector incl: standards, tools, models, etc.

Needed Education Sector capacity is in place.

Relevant WVL staff have needed skills to implement quality Education Sector programs

Networking & External Engagement

In collaboration with Programmes and the External Engagement team, engage in networking and coordination with external Education Sector Stakeholders and partners (Government, UNICEF, LHIF, Education Sector working group, MOSA, INGOs, National NGOs, etc.).

Participate in national workshops, training and internal WVL meetings, workshops, etc.

Coordinate with the Education Learning Hub on a regular basis as well as with other relevant internal stakeholders at WV, whether at the Regional or Global level.

Established relationships and well maintained with all key Education Sector stakeholders.

WVL is always up to date on sector developments in the country; relevant MoUs signed with specific Ministries if needed for facilitation of work and TP implementation.

WVL Education Sector programs remain aligned to global models and trends

Learning and Research

Identify key sources of information around education including government bodies, local and international organizations, academic institutions to identify learning, trends, and new parameretes that could affect the implementation of current or future education projects

Participate in all Education projects’ lessons learned events.

Participate in design and roll out of new research proposals and initiatives of WVL.

Conduct regular situational analysis of the sector and feed recommendations back to WVL for decision making on future priorities.

Technical programmatic recommendations are captured and reflected in future program revisions

Evidence of approaches is established

WVL is always up to date on sector developments in the country.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  1. Bachelor’s degree in Education related field or Social Sciences.
  2. Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem solving skills;
  3. Masters Degree in the above mentioned areas is preferred
  4. Experience and willingness to take initiatives in all potential Education areas: early childhood education, care and development, basic literacy and numeracy, Remedial Education, etc.
  5. Good analytical and writing skills;
  6. Good interpersonal skills, influencing skills and cross-cultural sensitivity;
  7. Strong networking skills
  8. Effective in written and oral communication in English;
  9. Able to work on multifunctional tasks in the pressure of time and organizational changes;
  10. Strong computer skills including Word, Excel, PowerPoint
  11. Three to five years of technical expertise in the areas of Education
  12. Proven experience in working with MEHE and other education stakeholders
  13. Experience in capacity building processes, tools and methodologies
  14. Two years or more NGO experience in the humanitarian and development fields respectively
  15. Experience in needs assessment and project design
  16. Valid driving license (in Lebanon) for more than 2 years is required.
  17. Excellent written English, with fluency in speaking Arabic and English
  18. Experience participating in program implementation, monitoring and evaluation processes.
  19. Experience with faith, community based and child focused empowerment programs.
  20. The position requires 60% of the time to be office based.
  21. The position requires 40% of travel within the country.
  22. The position requires ability and willingness to continue to function during a crisis, including during a World Vision response to a manmade or natural disaster.
  23. The position requires availability and willingness to work outside regular office hours occasionally.
