PURPOSE OF POSITION: To coordinate the operation, implementation, and monitoring of the WASH Infrastructure interventions within World Vision’s Water, Sanitation, and Hygiene (WASH) program in the Bekaa, with the goal to improve the public health of the target population. MAJOR RESPONSIBILITIES: I - Implementation Coordinate the implementation of the project’s infrastructure related activities Conduct technical assessments and data analysis Develop and continually update Detailed Implementation Plans (DIPs) for the delivery of project WASH infrastructure. Provide overall follow up and supervision of the engineering works related to the project Inspect all WASH Infrastructure and provide certification reports Provide technical expertise related to the planned infrastructure works carried out by the project Monitor expenditures, budgets, and track activity expenses; ensure that appropriate action is taken in a timely fashion Quality WASH Infrastructure is implemented within the planned project timeframe and budget. 40% I- Design Define the reference standards to be adopted in the planned WASH infrastructure Develop Bills of Quantities (BoQs), and tender documents Prepare and launch tender bidding procedure for construction contractor(s) Design or supervise the design of systems, processes, or equipment for control, management, or remediation of water, air, or soil quality. Develop, implement, or manage plans or programs related to conservation or management of natural resources All WASH Infrastructure is designed in line with international and local best practices 20% II – Capacity Building Develop and execute a capacity building plan for World Vision Water, Sanitation, & Hygiene (WASH) staff. Develop technical resources (e.g. strategic framework, standard operating procedures (SOPs), manuals) to guide World Vision’s WASH Infrastructure interventions, drawing from international best practices, along with field specific observations. Develop clear infrastructure monitoring tools (e.g. checklists). Conduct trainings for project staff and ‘Community WASH Focal Points’ on WASH infrastructure monitoring, operations, and maintenance. WV WASH staff and ‘Community WASH Focal Points’ are empowered to ensure proper installation, operations, and maintenance of WASH infrastructure 20% IV - Information Management/Reporting: Report the daily progress of works to the project manager Ensure that all WASH infrastructure data is well managed and provides an accurate representation of the reality on the ground. Validate the accuracy of the data, and the quality of the WASH Infrastructure interventions. Submit regular reports related to the project’s WASH infrastructure to the Project Manager. Well-managed and clear databases are being used to plan, monitor, and modify the WASH interventions. 10% V- Coordination Liaise between the project’s stakeholders and beneficiaries Actively coordinate with key stakeholders (e.g. NGOs, universities, UN agencies, government) related to WASH Infrastructure WV has the reputation of being an active member of the key WASH Infrastructure discussions and is seen to contribute significantly to the ongoing development of WASH Infrastructure standards and best practices. 5% VI- Perform other duties as required Security management responsibilities: Responsible of the day-to-day security management Abide by the security procedures and policies and report any breaches Participate in personal safety training as required HEA responsibilities: Be aware of emergency procedures in a response, Other duties: Attend and participate in capacity building trainings locally and internationally, if any Attend and participate in WVL’s spiritual nurture events and other organizational events Perform other relevant tasks as assigned Ensure personal safety and the safety of the field WASH team. Be an active member of World Vision staff. 5% KNOWLEDGE, SKILLS AND ABILITIES: Bachelor Degree or Post graduate Diploma in Civil or Mechanical Engineering Strong English and Arabic communication skills (oral and written) Ability to travel across the country regularly for training, assessment, regular monitoring and evaluation A high level of diplomacy and networking skills is required Strong capacity building and facilitation skills Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina Ability to work without supervision Ability to work in and contribute to team building environment Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources Ability to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office) Ability to use AutoCad and ArcGIS. Experience in managing infrastructure works, and in coordinating activities with partners and facilitating capacity building Experience in NGOs, preferably in implementing programs in any field related to water or sanitation: involving assessments, design, planning, implementation, budgeting, reporting, and evaluation and monitoring 2-3 years experience in an infrastructure project (tender procedure, design, planning, implementation, budgeting, reporting, evaluation and monitoring) Experience in solid waste management projects 70% Field work; 30% Office
