Grant Finance Manager

PURPOSE OF POSITION: Manage and maintain the financial records by preparing accounting reports and statements, reconciling accounts, and processing/reviewing journal entries and vouchers in order to ensure smooth functioning of WV Lebanon Syria Response and provide quality service to the program, work closely with all relevant stakeholders. MAJOR TASKS: Ensure compliance w/Grant/Donor requirements. Ensure that all financial transactions have relevant backup documentation, corresponding to WVI and donor regulations. Deal with project specific Cash and Bank Books Train the project(s) local partner organizations in financial reporting according to WVL and donors’ guidelines and requirements.  Make sure that all BS and IS accounts relating to the project are reconciled on a monthly basis. Work closely with Project Manager/Response Manager on donor compliance issues and procedures, advice on possible disallowed costs, budget amendment(s) Advice and make relevant projections of the expenditures taking into the consideration the burn-rate and exchange rate issues. Work closely with Finance and Admin Director and SO on compliance, reporting, exchange rate and projections issues Make trips to field offices involved in the project implementation for finance compliance/advising if necessary Ensure the analyzes of the budget expenditures is done on a regular bases especially in staffing and salaries and relevant allocations performed in order to remain within the pre approved budget; Advise the relevant project/response manager on possible over/under spending and provide necessary support to comply with the donor requirements in this regards Other tasks and responsibilities as requested by Project Manager and FAD Work closely with external and internal auditors on interim and final audits (provide required documentation, coordinate explanations as required, etc.), - prepare interim 'desk audits' of Local Partner in-countries Develop the mechanism of budget monitoring in compliance with WVI and donor requirements Extracting and Sending Preliminary and Final Monthly Financial Reports for review of the management Prepare other reports in donor formats as required Follow up on variance explanations and projections with Project Manager/Response Manager Provide line management and support to relief finance staff, and promote a learning environment; Provide performance agreements, midterm evaluations and annual reviews to the staff in accordance with WVL performance management system; Ensure Institutional Understanding of Donor Regulations, research and share knowledge of key donors’ regulations/guidelines with colleagues in programme and finance departments Develop and maintain strong working relationships with all budget holders, providing sound advice on grant financial management and compliance Identify, train and mentor relief finance staff in the application and interpretation of grants financial management practices Provide necessary support to the FAD with development of guidelines to improve procedures in place for administering grants Regularly communicate grants financial management practices to colleagues in programme and finance departments Knowledge and Skills  Practical knowledge of financial basics, budget/cash flow monitoring and internal accounting controls Knowledge of basic accounting principles is required Effective in written and oral communication in Arabic and English languages Good working knowledge of computerized accounting systems, preferable Sun Systems & Vision. Must be computer literate in Microsoft Office programs Must be self-motivated, innovation, able to work under pressure Basic understanding of business principles. Be organized, accurate and able to manage multiple tasks under tight deadlines. Analytical and detail orientation skills. Experience of managing small teams Knowledge of government grant regulations and financial reporting requirements Knowledge of local accounting and taxation systems Experience  Experience with international NGOs or other similar organizations Previous work experience as financial analyst/officer with external grants and big donors  Work Environment  Willingness to be flexible with hours when necessary
