Job Counselor - Livelihood Bekaa

PURPOSE OF POSITION: Responsible for interviewing the beneficiaries and providing guidance for them, and helping in the implementation of the skills development trainings. MAJOR RESPONSIBILITIES: Job Counselling Duties: Provide counseling services on: employment and self-employment options, on vocational training opportunities, apprenticeship, and micro loans. Provide vocational and career guidance to registered job seekers; Provide jobseekers and employers with information on relevant Lebanese regulations (including on business start-up) and their implications for Syrian refugees, and Lebanese jobseekers; Produce reports on results of counseling sessions; Work with program information systems to record relevant data of job seekers; Support employers through pre-screening of job seekers; Match job seekers with training and employment opportunities; Interview job seekers before referring them to employers; Follow up with jobseekers after referring them to employers, and/or after being hired; Organize and hold group information sessions (job application training and information); Training Responsibilities: Organize skills development courses together with implementing partners and supervise their implementation, ensuring that all logistical arrangements are taken and that beneficiaries attend regularly Supervise the delivery of skills development trainings, based on direction and curriculum developed by WVL Gather information on the local context, target communities and employers to assist the Project Coordinator in selecting market-oriented skills development courses that match the needs of employers in the Bekaa in consultation with the Senior Outreach and Apprenticeship Officer Apply technical knowledge and skills to organize and deliver skills development activities, in full compliance with WVL standard operating procedures and guidelines Develop and implement terms of reference and work plans for service providers and review progress at regular intervals Collaborate with M&E officers in their monitoring activities and share timely information with them Establish and maintain contact and productive working relationships with community representatives, local and international organizations, jobseekers/beneficiaries and employers as related to life skill development. Assist the Senior outreach and apprenticeship officer in assessing service providers Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation of all training. Ensure that beneficiaries’ selection is in full compliance with WVL procedures, pre-established vulnerability criteria. Reporting, Recording and Proposal Development Deliver high quality, accurate and timely internal and external reports, including results of counselling session and progress of job seekers; Support and follow accurate filing system which is in line with WV’s requirements for project auditing; In collaboration with the project coordinator, grants department and the Portfolio Manager, lead project amendments, no cost/cost extensions requests and future opportunity proposal development within the Livelihood sector; Create linkages with other WVL programming in education and protection as well as with other actors delivering life skills curriculum. Monitoring, Accountability and Protection Mainstreaming Adjust project implementation in line with m&e, accountability and protection report findings; Ensure beneficiary feedback is addressed in a timely manner; Coordinate lessons learned session for the project; Ensure protection mainstreaming standards are adhered to across both project and seek innovative way in which to promote humanitarian protection across the projects; Financial Control: Manage the project allocated budget, authorize expenditures within the established authority limit; Monitor and evaluate budgeted and actual expenditure with the related Finance staff to avoid over/under spent beyond 10%. KNOWLEDGE, SKILLS AND ABILITIES: Bachelor degree in Social Sciences, Human Resources or equivalent; Outstanding interpersonal and communication skills; Able to use a computer, with word-processing (e.g. Microsoft Office) and spreadsheets, internet and e-mail 2-3 years of previous experience in a similar role; Previous counseling experience; Experience working with vulnerable clients; Previous NGO experience; A high level of diplomacy and networking skills Strong capacity building and facilitation skills A valid driver’s license (more than 1 year old); Fluent in English and Arabic (oral and written) Understanding of the job market in the Bekaa Experience working with private sector employers Ability to work in a stressful environment.
