Purpose of the position:
The Youth RESOLVE consortium (composed of CAFOD/Caritas, Fener, Generations For Peace (GFP), the International Middle East Peace Research institute (IMPR), Islamic Relief, Questscope and World Vision) aims to strengthen youth resilience and empower youth as leading actors in post-conflict reconstruction in four countries: Turkey, Lebanon, Jordan and Iraq.
The Overall objective of the project is to strengthen youth resilience and empower youth as leading actors in post-conflict reconstruction and reconciliation.
This will be achieved through two specific objectives:
Specific Objective 1: Youth are empowered to utilise knowledge and opportunities to confidently participate in economic and social life, and
Specific Objective 2: Tensions between refugee and host community youth and families are reduced due to improved access to services and social cohesion.
Under the supervision of PDQA Director & Madad Chief of Party, the Monitoring, Evaluation Accountability & Learning (MEAL) Manager has overall responsibility for providing coordination and leadership for monitoring and evaluation of this project and thus lead the design and roll out the consortium’s M&E framework and tools, in line with reporting requirements, ensuring that the progress, outputs and lessons learned of the project are effectively tracked, documented and shared.
The main objective of this position is to ensure that data on project beneficiaries, processes, progress and performance are effectively collected, entered, analyzed and documented for the Youth Resolve Consortium, in a way to inform timely decision making and the adoption of sound corrective measures, and to ensure coordination of all processes across the consortium. The MEAL manager will also support M&E staff at country level in establishing their M&E and reporting systems and provide technical assistance to improve their understanding of the project requirements. He/she would also be responsible for the baseline survey that will set a bench mark at the start of the project across the four countries against which an evaluation will be conducted at the end of the project that will sum up its accomplishments in accurate and objective way and describe its contribution towards the overall goal.
Qualifications: Education/Knowledge/Technical Skills and Experience:
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Master’s degree preferably in the field of social sciences, public health, nutrition, statistics or development studies
Essential: Minimum of 5 years’ experience in the field of MEAL, ideally should include development & emergency context and grant funding is critical.
Essential: Proven experience in establishing a fully functional MEAL system for an organization that is supported by bilateral & multilateral international donors serving more than 100,000 beneficiaries within a period of 12 months.
Essential: Proven experience in establishing MEAL systems for sub grantees and local partners.
Essential: Experience in coordinating MEAL functions at a national level for a multi-sectoral INGO
Essential: Proven experience in local staff capacity building & working with local partners.
Essential: Thorough knowledge in quantitative and qualitative data collection methods, and analysis, especially the use of SPSS / “R” software’s for quantitative analysis.
Essential: Thorough knowledge in writing technical MEAL reports is essential.
Essential: Thorough knowledge on Sphere, Core humanitarian standards, child rights, human rights, DNH, HAP & DAC evaluation criteria are essential.
Essential: Thorough knowledge on the humanitarian operations coordination, cluster operations, and major donor M&E requirements is essentials.
Preferable: Previous working experience in one of the four countries (or more than one) can be an advantage.
Preferable: Previous engagement with the Syria Crisis response in Turkey, Lebanon, Jordan & Iraq can be an advantage.
