Monitoring, Evaluation and Learning Officer (Bekaa)

MAJOR RESPONSIBILITIES

Field MEAL activities coordination

Lead on the adequate implementation of Basic Needs Outcome Monitoring’s data collection (Coordinate with donor for sampling, coordinate data collection dates with beneficiaries, manage the casual workers including training and support during data collection, conduct spot checks during data collection, ensure timely submission to donor of high quality data)

Lead on the adequate implementation of WFP’s process monitoring (Coordinate with donor for sampling, coordinate data collection dates with beneficiaries, manage the casual workers including training and support during data collection, conduct spot checks during data collection, ensure timely submission to donor of high quality data)

Lead on the adequate implementation of qualitative data collection (conduct qualitative data collection based on agreed plan with donor, lead on data transcription, conduct data analysis and report write up, follow up on logistics for data collection)

Assessment and Evaluation

Support the MEL coordinator in completing Baseline report, PIM, Evaluation report (support in setting the design, methodology, data collection and analysis, and report write up)

Support MEL coordinator in generating lessons learned, and actionable recommendations (Support in various reflection events, and support in data provision for drafting of recommendations, etc.)

Other tasks and responsibilities

Report any child and adult safeguarding incident as per the established guidelines

Attend trainings as required.

Attend and participate in WVL’s spiritual nurture and other organizational events.

Responsible of own security and actively contribute to a positive security culture.

Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.

Perform other duties as assigned by the Line Manager.

Follow up on HR and financial related matters for casual workers (Payment Orders, ,…).


KNOWLEDGE, SKILLS AND ABILITIES

Bachelors degree in Social Sciences, International Development Studies, Community Development or any relevant professional qualification

Good contextual knowledge of local issues, community priorities and social and cultural constraints and realities

Ability to design and execute a facilitation process with appropriate and relevant facilitation tools

Evidence of understanding, and commitment to WV's Ministry Framework, the vision, mission, core values and guiding principles

A thorough knowledge & understanding of MEAL activities and their implementation

Ability to recognize, capture and manage MEAL resources and learning effectively

Ability to use MEAL resources and tools effectively

Good data management skills

Good knowledge of information presentation techniques (graphing, charting, tabling etc.) and interpreting them

Evidence of, and commitment to, on-going personal and professional development

High level communications skills

Ability to build positive relationships in a cross cultural environment

Ability to attend and participate in capacity building opportunities, trainings and meetings locally and internationally as required by the organization.

Ability to relocate geographically for a duration required by the organization to build staff capacity and provide continuous support.

Ability to train diverse participants with integrity respect and humility

Minimum two years experience of working in a relief or development agency (preferably in the monitoring and evaluation domain)

At least two years of relevant experience in design and implementation of MEAL systems; including qualitative and quantitative approaches to assessment and monitoring.

Fluency in speaking English and Arabic is required
