No Lost Generation Project- (Consultancy)

Terms of Reference World Vision – Lebanon No Lost Generation Project – WV Canada - 201587 – Group Supervision October 2014 -March 2015   Document Purpose This document outlines the goals of the No Lost Generation project, the responsibilities of World Vision (first party), and the responsibilities of potential contracted second parties. It also defines the process interested second parties must undergo in order to bid for contract fulfillment, as well as a timeframe for overall project success.   Project Description The No Lost Generation project is a project for the children, especially Syrian refugees, Lebanese returnees and host communities that have a psychosocial component within four Child Friendly Spaces (CFS) in the Bekaa. The animators leading the sessions in the CFS centers, prepare all activities, conduct sessions, refer special cases and follow up on the social and moral improvement and development of the children within the groups and with the caregivers. Therefore, the Group Supervision activity for the animators is an initial component to help them resist with all the stress and pressure they are living, with the follow up they are doing on special cases and strengthen their capacities in order to keep working with the children in an efficient way.   Group Supervision sessions are requested 3 hours every 2 weeks to ensure everyone has opportunity to contribute, with the 12 animators leading the psychosocial activities with children aged from 5 through 8 or 11 years old (depending on the region). The Group supervision should be conducted and followed by an oral evaluation and a written report with the No Lost Generation CFS Coordinator.   Group Supervision should be done in Bekaa Area: The location will be determined with the Project Coordinator (office, conference room, space needed …).   Contractor (Second Party) Specifications A qualified candidate for the second party contractor must: Be an official organization or specialized individual working within the psychotherapy field. Be sufficiently able to fulfill contract requirements within specified timeframe. Submit all specified bidding documents by October, 2014.   Group Supervision Specifications The Group Therapy designed by the second party must: 3 hours every 2 weeks, followed by an oral evaluation and a written report with the project coordinator. Its objectives are to support the animators leading the psychosocial activities in the CFS centers, release the tension and follow up on the special cases by conducting discussion groups and other interactive activities. Successfully engage 12 animators working with children aged from 5 through 11 years old. Help animators to find strategies and methods of working with children. Encourage the animators to verbalize their anxieties and fears. Explore their behavior and understand their feelings. Provide guidance to the animators on how to work with children (case study). Approach reality through the imagination (psychodrama). Analyze and learn from listening and communication technologies. Supervision should be both an opportunity to care for the animators, but to also build their capacity and resources. Party Responsibilities World Vision (First Party) The first party agrees to: Provide sufficient project funding as outlined in first party-second party agreement. Review second party assessment and provide general oversight as necessary. Provide the needed materials for the Group Supervision.   Contractor (Second Party) The second party agrees to: Develop Group Supervision program in line with first party specifications (see above) and budget. Book dates and coordinate all logistics of executing the sessions. Perform for 12 animators with a maximum of 3 hours every 2 weeks in the actual CFS cycle.   Project Timeframe Bids submitted: 20 October, 2014. Contract signed: 24 October, 2014. Group Supervision begins: 31 October, 2014. 3 hours every 2 weeks completed in each of these months: October 2014 January, March 2015   Required Documents for Bid Potential second party must submit the following documents to be considered for the project: Offer submitted for the Group Supervision, including time, objectives, price per day and total price.
