People and Culture Officer (HR) - National Office (Mansourieh)

JOB PURPOSE

To handle a variety of activities of the P&C unit focusing mainly on workforce planning, recruitment, and talent management & development.

To provide support in areas related to P&C strategic planning and advice to staff in order to contribute to having a resilient organization that undertakes continuous improvement.

To ensure a quick effective and high quality service is provided to all WVL stakeholders and to contribute to the achievement of the overall departmental objectives and work plan.

 

MAIN RESPONSIBILITIES

Recruitment

 

  • Establish relations and act as a liaison with recruitment agencies, advertising companies, career centers and universities, etc. to develop a potential skill bank for future hiring needs.
  • Use Linked in as a sourcing data base.
  • Manage the OP Recruitment Module and ensure 100% utilization of the module for all local recruitments;
  • Draft and arrange placement of advertisements and
    • Collect and manage the database of received resumes.
  • Short list the appropriate candidates who fit and meet the minimum requirements of each open position. Identify red flags and tactfully drop unqualified resumes.
  • Contact potential candidates and arrange interview schedules.
  • Identify the interviewing panel and participate in conducting the interviews as per the set plan.
  • Assist in evaluating candidates and provide the P&C recommendation. Escalate any concerns to P&C manager
  • Prepare interview questionnaires in close coordination and prepare screening sheets based on World Vision core competencies.
  • Develop reliable and valid selection tests/ tools/ methods to avoid selection errors.
  • Perform further background reference investigation and vetting for all possible hires.
  • Prepare and send the job offer to the successful candidate/s.
  • Manage requests for internship programs and volunteers. Coordinate with departments and offices on the placement of interns ensuring compliance with relevant policy.
  • Prepare for and participate in annual job fairs.

 

Workforce Planning:

 

Support in grants workforce planning process to ensure that the right staffing plan is developed as per the grants requirements

 

Talent Management:

  • Provide sessions to middle managers and staff on talent management in close coordination with the P&C manager
  • Support in facilitating talent management discussions with middle managers and in creating a talent and succession pool for WVL
  • Guide and support middle managers on the creation and execution of development plans for talents

 

Team Building Activities & Staff Care:

  • Assist in preparing and participate in staff events and P&C Days to foster team spirit and commitment to World Vision’s ministry.
  • Actively support P&C Manager in team building activities.
  • Support in the development and implementation of the staff care action plan.

 

Perform other duties as required

  • Attend and participate in WVL’s spiritual nurture and other organizational events
  • Responsible of own security and actively contribute to a positive security culture
  • Report CP incidents as per the safeguarding policy guidelines.
  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager
  • Perform other duties as assigned by Line Manager

 

 

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • At least 3 years of experience in a similar job.
  • University degree in a field related to business administration or HR management
  • knowledge of principle of HR management
  • Considerable skills in interviewing techniques, selection tools and tests.
  • Excellent written English, with good command of spoken Arabic and English.
  • Ability to respect and relate appropriately to people
  • Excellent administrative skills
  • Computer literate with a high degree of proficiency and productivity.
  • Good interpersonal and written and oral communication skills
  • Maintain high level of confidentiality
  • Ability to clarify standards that need to be followed
  • Demonstrate personal integrity and trustworthiness
  • Ability to respect and relate appropriately to people of other faiths
  • Ability to develop personal networks of effective relationships
  • Understanding of WV core documents (vision, mission, core values, covenant of partnership and ministry policies)
  • Office-based with travel to the field (30%)
  • Position may require to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
  • Excellent English communication skills (oral and written).
