Protection Coordinator-Bekaa

PURPOSE OF POSITION: To establish a protection mainstreaming unit in the Bekaa area covering WASH, education, child protection and cash programming. The protection unit should: Identify protection concerns within WV areas of operations; Conduct home visits to vulnerable families; Manage sensitive information in line with ICRC’s Professional Standards for Protection Work Refer cases in line with existing inter-agency referral mechanisms and internal WV guidance Conduct relevant protection trainings for staff and daily workers Ensure that protection mainstreaming is conducted across all WV’s operational programmes MAJOR RESPONSIBILITIES: Establish and implement a protection mainstreaming system across all WV Bekaa operational programs Identify, select and train protection focal points within each portfolio. The protection focal points should be able to: Ensure dissemination and Implementation of Standard Operating Procedures for Humanitarian Protection and Response and ensure staff knows how to respond when they witness or hear about human rights abuses affecting groups or people over the age of 18 Monitor protection risks across all operational programme areas. Devise a swift action plan to tackle these; Identify protection cases from the field, refer cases to service providers and case management agencies on a case by case basis in line with WVL and inter-agency standard operating procedures in an ethical and safe way, with special attention to the informed consent. Conduct home visits to identified vulnerable families Fill out inter agency referral form and needs assessment Disseminate and share information on available services to staff and beneficiaries. Provide information session to beneficiaries on PSEA and hotline number at distribution sites 2. Establish a compliance mechanism to ensure all operational programs align with WVs protection standards and best practices. Conduct regular compliance monitoring across portfolios to: Ensure confidentiality, safety and ethics are considered in case referrals Ensure proper filing is done regarding every case, visit and discussion. Report must be written mentioning major points in addition to recommendations and follow-up plan Maintain adequate safeguards for the privacy of the family and confidentiality of information. Update weekly case referral tracking excel sheet and share it with the protection specialist at the end of the month. Ensure that WVL’s staff comply with WVL’s child protection policy, code of conduct and the code of conduct of ICRC in emergencies. 3. Lead analysis of protection data from monitoring and accountability reports, external reports and studies. Provide recommendations and follow up on progress in addressing the protection concerns identified; Protection Capacity Building Build WVL Bekaa staff, partner and daily worker capacity on the following subjects (as applicable and necessary): Protection mainstreaming; Child protection, identification and referral of child protection cases; ICRC code of conduct; Prevention of sexual exploitation and abuse; Gender based violence safe identification and referral in emergencies; Strategic Unit Development Develop a one year growth strategy for the protection unit in Bekaa in close coordination with the Bekaa senior leadership team and the National Office. Ensure alignment with interagency strategic objectives, WV strategy and operational needs on the ground. Coordination 1. Attend and represent WVL at Bekaa Protection Working Group’s monthly meeting, draft meeting minutes and share them with relevant staff. 2. Attend and participate in relevant capacity building trainings locally and internationally. 3. Lead interaction and establishment of key partnerships between WVL and other protection actors in Bekaa. KNOWLEDGE, SKILLS AND ABILITIES: University Bachelor degree in social work/sociology/human rights/psychology Minimum 2-3 years of experience in the humanitarian protection field Minimum 2-3 years of experience in managing multi-disciplinary teams Fluent in Arabic and English, both written and oral. Ability to cope and work under pressure. Creative and able to come up, embrace and coordinate innovative thinking, partnership building and problem solving skills. Outstanding public speaking and training skills; Good interpersonal skills and cross-cultural sensitivity. Positive attitude with a willingness to learn. Flexibility in accomplishing tasks Understanding, experience and practice in the following areas: Humanitarian Protection Principles, ICRC Code of Conduct, Protection Minimum Standards and Guidelines, Protection Mainstreaming. Driver’s license obtain at least 1 year ago; Computer literate mainly in Microsoft Office package Willingness to be flexible with hours when necessary and able to travel often in the field (30% of the time). Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
