Solid Waste Management & Water Conservation Consultant-Tall Abbas Village – Sahel Akkar Area

1. BACKGROUND INFORMATION 1.1. Beneficiary country Lebanon 1.2. Contracting Authority World Vision Lebanon 1.3. Country background As a result of the on-going conflict in Syria, Lebanon is hosting over 1,001,051 vulnerable registered Syrian refugees in addition to a big number of recorded Syrians who have fled to Lebanon due to the ongoing crisis. The number of registered refugees currently represents over 25% of the Lebanese population and the highest burden of refugees of any country making Lebanon in the first rank with one Syrian refugee for four Lebanese residents . As the Lebanese economic and social structures are still struggling to recover from decades of violence, the government remains unable to meet its citizens’ needs that created gaps in the delivery of basic services. Despite these growing needs, current funding allocated to Lebanon estimated at 40% of that needed to address the crisis and its stabilization. At the same time, the economic situation in Lebanon has become unstable and up to 25% of the Lebanese community and 70% of Syrian refugee families in Lebanon are living below the national poverty line . As a result, there is an urgent need to address these needs to prevent further instability, particularly as the conflict and tensions in the region continue to escalate. North of Lebanon is hosting 25% of the total number of refugees and has been considered as deprived region accounting to the second highest poor population (28% of the total poor population) in Lebanon . The fragile political, social and economic situation is further challenged by the continuous inflow of refugees and the long-lasting displacement is starting to exhaust the hosting capacities of local populations. While the host population is formed of just more than 4 million and a half people before the crisis, Lebanon’s local resources and ability to cope with the influx of refugees is becoming increasingly difficult. Additionally, due to the lack of proper planning and management to the crisis, Lebanon started facing huge obstacles related to waste management and water conservation especially in the absence of a proper environmental knowledge of both the refugees and host community members. 2. OBJECTIVE, PURPOSE & EXPECTED RESULTS 2.1. Overall objective Provision of capacity building sessions for 200 community members and municipality workers covering two topics: - Solid waste management - Water conservation 2.2. Purpose WVL is seeking a consultant (professional trainer) to conduct capacity-building sessions and increase the knowledge of community members and municipal workers on the following topics: 1- Improved water conservation practices among target population. 2- Expand Municipal solid waste capacities by conducting capacity-building sessions on solid waste management. 2.3. Results to be achieved by the Consultant The results are detailed in the scope of work below. Payment will be made based on the deliverables of the services requested on the due date and agreed upon fees. 3. SCOPE OF THE WORK 3.1. General World Vision will rely on the trainer to develop and raise the capacity building in the targeted community as per the below: - Families are aware of key public health risks and are mobilised to adopt measures to prevent water waste at the HH level. - Hygiene messaging include creating key messages for hygiene promotion, healthy practices, and water conservation sessions, as a result of the hygiene awareness raising campaign in the community. - Outreach materials include printed material about water conservation to be disseminated to the community members. - Capacity building sessions on solid waste management and sorting. 3.2. Required Tasks • The trainer should perform 10 capacity building sessions: - August 2017: 5 sessions - September 2017: 5 sessions • The training sessions cover the theory and practice of hygiene, solid waste management and water conservation topics. • The trainer will be responsible of developing and distributing the training material and curriculum to the attendees (PowerPoint, appendices, scripts, etc.). • Printings and materials should be designed by the Trainer and printed by WVL • Use of Arabic language ONLY during the training and in the training material. • Number of targeted beneficiaries: 200 • Time and duration of the sessions can be determined at a later stage. • Location: Tall Abbas el Gharbi Municipality • Lunch will be provided by WVL to the consultant and to the participants 3.3. Specific Required Tasks The consultant will be conducting trainings on two topics: I- Water Conservation: 1. Water is a vital resource 2. Definition of water resources and importance 3. Water pollution 4. Proper way of water using 5. Why water conservation is important II- Recycling & Sorting Waste Management: 1. What is recycling 2. The recycling process after collection 3. Recycling basics: reduce, reuse, recycle 4. The list of the recycling factories in Lebanon The consultant should take into consideration: - The preparation of a Pre and Post-test for both topics. - The development of the training materials and designing printings materials (WVL is responsible of the printing only) - Potentially developing play scripts to cover Hygiene & Recycling topics. - All the training materials should be exclusive for WVL’s usage ONLY. 4. LOGISTICS AND TIMING 4.1. Location Tall Abbas-Sahel Akkar-North Lebanon 4.2. Start date & Period of implementation of tasks The intended start date is August 2017 and the final working day should be September 15, 2017. 4.3. Payment The consultant will be paid after the successful completion of the trainings (upon submission of all deliverables and completion of all tasks). The payment modality, documents needed and other financial detailed will be mentioned in the mutual agreement once signed between both parties. 5. REQUIREMENTS 5.1. Qualifications The Trainer should have the following competencies and experiences: Experience: 1. Previous trainings on hygiene, water conservation and recycling 2. A strong knowledge on hygiene promotion, recycling and waste management 3. Fluency in Arabic 4. Previous experience with local and/or international NGOs 5. A strong understanding of public health and hygiene behaviour change interventions Event Timeframe: 1. Training Information should be submitted and shared after one week of signing the contract, prior to the training date. 2. Training timeline should be planned with WVI. MONITORING AND EVALUATION 6.1. Definition of indicators The Consultant’s work will be measured in line with the below standard indicators: Time: Adhering to the agreed-upon schedule/work plan in the bid. Quality: Adhering to the minimum professional quality of each project deliverable.
