LEADERSHIP
Provide overall leadership to the National office support services department (Procurement, Logistics, fleet, GIK, Administration and IT) ensuring that the staff, systems, and processes are running efficiently and at high level of excellence
Facilitate integration and cross-functional cooperation within support services units and also with other departments as necessary
Encourage a positive and open style of leadership that enhances teamwork and high performance
LOGISTICS
Supervise the logistics personnel and ensure that policies and procedures are developed, reviewed and updated.
Ensure that all logistics procedures and implementation are within WVI standards
Ensure that logistics infrastructure and systems including transport, fleet management, warehouses are established.
Advice on application of logistics management best practices, systems and procedures. Take initiative in management improvement for the logistic functions.
Assess existing logistics operations systems and advise on corrective measures to be undertaken.
Ensure the implementation, monitoring and evaluation of new initiatives and procedures related to logistics..
Represent WVI interests within inter-agency logistics meetings when necssary.
Review the logistics component of response budget proposals for consideration during budget development and review.
Conduct periodic management reviews and/or follow-up on anomalies, shortfalls in Logistics performance and gaps in the logistics capacity to assist in the improvement of logistics service delivery.
Understanding and practice of preparedness and planning concepts: participate in the programme planning and advice on the logistics considerations.
PROCUREMENT
Ensure that procurement systems are set to support the response and development programs
Ensure sound policies and procedures are maintained during the procurement process as per the Field Financial Manual and WV Procurement Manual.
Ensures that Procurement Standard Operating Procedures are followed during the response.
Ensure adequate Procurement Department staffing and resources are available to carry out the procurement functions.
ADMINISTRATION
In cooperation with the office manager, develop, review and update admin policies and procedures
Ensure that all admin procedures are within WVI standards
Manage and supervise the Amin personnel and ensure that administrative systems are contributing to efficient office functioning.
IT
Ensure that available systems are cost effective and are in compliance to WVI standards.
Ensure prompt and reliable service is provided by IT personnel to both national and field staff.
Effectively communicate relevant IT related information to senior management.
Ensure a proper Disaster Recovery Plan is in place and is regularly updated.
GIK
Support in Identifying annual GIK needs for WVL projects/programs in coordination with related managers.
Design and implement management control systems for all GIK donated to the national office, ensuring accountability on all commodities arriving at port and distributed to beneficiaries.
CAPACITY BUILDING

Build capacities of team members through formal trainings and ongoing/on-the-job training.
Ensure and provide space and opportunities for the SS team to attend and have access to capacity building events and courses for ongoing learning and development.
Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisal are done.
Knowledge & Skills
Strong interpersonal and communications skills with a proven ability to work with a wide range of managers and resolve interpersonal conflicts
Proven capacity to work effectively in a cross-cultural setting and build effective relationships with local staff
Knowledge and understanding of various standards in logistics, IT, Admin, procurement, and GIK systems and processes
A creative person with the ability to conceive and introduce changes
Good English communication skills (oral and written).
