Technical Coordinator - Child Protection

 

MAJOR RESPONSIBILITIES

Strategy & Program Development

Meet donors to preposition for new program ideas and models based on evidence.

Develop the technical/sectoral components of new proposals, in consultation with RAM, MEAL and Operations teams.

Provide input into budget of technical components within new proposals.

Lead in Design with RAM team and Operations for potential new proposals in Child Protection based on emerging new educational needs.

Participate in revision of WV Lebanon strategy and priorities based on emerging needs and donor interests.

Lead development of Technical Approaches and Technical Programs in alignment with strategy.

 

Support Implementation, monitoring and reporting

Provide technical supervision to technical field protection officers including coaching, sharing resources and materials, revision of reports, analyzing lessons, etc.

Conduct field spot checks on bi-monthly basis to monitor progress of projects and discuss challenges with field teams and to ensure field alignment to CSO requirements.

Co-lead with MEAL team the development of Evidence Building Plans (EBPs) for Technical Programs and for new projects.

Develop sector measurement tools in collaboration with MEAL team. Specifically, set sectoral/technical tool questions based on accredited global tools.

Intervene, when necessary, at procurement level, to facilitate/find solutions to material purchase difficulties or delays that are affecting the program quality implementation.

Review AP annual reports, grant progress reports and M&E reports specifically program findings and recommendations.

Develop annual TP reports that document progress against objectives of the TP and hence strategic objective.

 

Child Safe Organization Requirements

Oversee the implementation of Child Protection Standards and Child Safe Organization Requirements in the National Office (staff regular orientation, Development of the CPIPP, mainstreaming of CP in departments (Communications, Sponsorship, Procurement, Advocacy, IT, etc.)

Oversee management of CP Incidents, reporting and follow-up between national office and Technical Field staff, regional and global teams

Ensure completion of CP Policy Update Reports every six months

Ensure completion of CP Incident Reports within deadlines

 

Staff Management & Capacity Building

Revise CP and other possible protection related JDs when needed and participate in the recruitment of relevant project and technical staff.

Perform team management tasks for direct report including performance management (agreement, reviews, extensions, PAFs, etc.), staff budgeting, task analysis, etc.

Ensure and overview the development of a Humanitarian Protection and Child protection capacity building plan/strategy, including:

Training for all Staff on Humanitarian Protection Mainstreaming, Prevention of Sexual Exploitation and Abuse, and Safe Reporting and Referrals.

Training programme for all staff in basic child protection principles, behavior protocols, CP policies, child rights and incident reporting requirements.

Specialized training/capacity building for staff who are managing or implementing CP projects. This will include understanding of systems approach to CP, priority issues within national strategy, relevant national legal frameworks, CP in emergencies, mobilizing communities and other project specific skills.

Networking & External Engagement

Engage in networking and coordination with external protection Stakeholders and partners (Child Protection Partners working group, PSS working group, MOSA, INGOs, National NGOs, etc.).

Participate in National workshops, training and internal WVL meetings, workshops, etc.

Coordinate with Child Protection Learning Hub on a regular basis as well as with other relevant internal stakeholders at WV, whether at the Regional or Global level.

Learning and Research

Participate in all Protection projects’ lessons learned events.

Participate in design and roll out of new research proposals and initiatives of WVL.

Conduct regular situational analysis of the sector and feed recommendations back to WVL for decision making on future priorities.

 

KNOWLEDGE, SKILLS AND ABILITIES

Bachelors degree in protection/ child protection related area or any other relevant area such as Social sciences, Psychology, etc.

Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem solving skills;

Experience and willingness to take initiatives in the following areas: Protection principles, ICRC Code of conduct, Protection mainstreaming, PSEA, Child Protection, System Approach

A familiarity and understanding of

Psychosocial, child abuse and neglect issues, Advocacy on the Rights of the Child including the UN Convention of the Rights of the Child (both in national and community level.

PSS and Child Labor programming

Child Development

Adult Education Skills

Community based psychosocial program

Children in Crisis

Good analytical and writing skills;

Good interpersonal skills, influencing skills and cross-cultural sensitivity;

Effective in written and oral communication in English;

Able to work on multifunctional tasks in the pressure of time and organizational changes;

Strong computer skills including Word, Excel, PowerPoint

Three to five years of technical expertise in the areas of protection and child protection

Experience in capacity building processes, tools and methodologies

Two years or more NGO experience in the humanitarian and development fields respectively

Experience in needs assessment and project design

Valid driving license (in Lebanon) for more than 2 years is required.

Excellent written English, with fluency in speaking Arabic and English

Master’s Degree in the above mentioned areas.

Experience participating in program implementation, monitoring and evaluation processes.

Experience with faith, community based and child focused empowerment programs

The position requires 75% of the time to be office based.

The position requires 25% of travel within the country.

The position requires ability and willingness to continue to function during a crisis, including during a World Vision response to a manmade or natural disaster.

The position requires availability and willingness to work outside regular office hours occasionally.
