Views From The Frontline Project
Background info about the project:
‘Views from the Frontline 2013’ (VFL 2013) is a participatory action-research project undertaken by civil society actors in conjunction with government bodies and local communities. It aims at measuring progress towards the implementation of the Hyogo Framework for Action (HFA) at the local level across developing countries and regions.
World Vision initiated the ‘Views from the Frontline’ (VFL) project in 2009,it has been highly effective at the international level, where the presentation of views from respondents from 69 countries in 2011 made a major impact at the UN 'Global Platform for Disaster Risk Reduction', and at the local level, where dialogue, collaboration and action have been promoted. VFL 2013 now aims to prepare the way for a HFA (the Hyogo Framework for Action) Post -2015 discussion.
The purpose of the required consultancy:
As WVL will also be the lead organization inLebanonto conduct the study once again in 2013, there is need for a consultant to lead the Views from the Frontline study.

Train community members and volunteers on data collection tools in WVL Area Development Programmes (Marjayoun, Bent Jbeil, Ain el Remmaneh, Bekaa, and Akkar.
2 weeks after consultancy start date.
The number of community members (minimum 4 persons in area) is trained on the utilization of the tool.
Follow up on Data collection, Data entry and Data analysis.
6 weeks after consultancy start date.
Minimum 250 Surveys collected.
Conduct Local community consultations.
8 weeks after consultancy start date.
Community consultation reports with data collected analysed
Write the Country Report for VFL 2013
10 weeks after consultancy start date
Country Report Document
Conduct a national workshop disseminating the project results (plan and facilitate the national workshop)
12 weeks after consultancy start date
Report about the national workshop
Qualifications required:
University degree in a relevant field, previous experience in conducting research projects and project management, excellent research, communication and facilitation skills (Arabic Language)
