WASH Project Manager - EU MADAD (Bekaa)

MAJOR RESPONSIBILITIES:

Handle Project and staff Management

Oversee the WASH project implementation

Develop and continually update the project related documents: Detailed Implementation Plans (DIPs), procurement plan, cash flow, etc.

Monitor and follow up on the budget expenditure and make sure it is aligned with the project budget

Successfully operationalize and ensure the timely implementation of the planned activities under the WASH project.

Draft and continually adjust the operational approaches.

Ensure that all WASH-related data (e.g. baseline assessments, activity monitoring) is well managed and provides an accurate representation of the reality on the ground.

Submit regular reports related to the project’s WASH interventions (Weekly, monthly, quarterly reports)

Ensure a close coordination with the project consortium members for an optimal project implementation

Conduct regular meeting with project stakeholder to discuss progress of implementation and accordingly generate action plans

Work closely with project consultant and contractors for the implementation of the construction work in a timely manners.

A successful implementation of the WASH project in line with the plan

Available, clear and updated resources (DIP, Procurement plan, etc.) that reflect the project’s status and facilitate the implementation of activities

A well-implemented project, actively ensuring the timing implementation of project interventions to the target beneficiaries.

Ensure all the project stakeholders are working together and collaborating to reach WASH portfolio objectives and that the approach is standardized throughout all the WASH units and team members.

Perform Internal Coordination

Coordinate continuously with other heads of units (Engineering and Hygiene promotion units) in order to ensure the proper implementation of the WASH projects and the timely support and submission of deliverables as requested by the project Manager.

Ensure daily coordination of activities with World Vision’s internal departments and sectors (e.g. Security, Fleet, M&E, Accountability, etc.).

Coordinate and take part with the Grants Program team and Portfolio Manager for the design of WASH proposals and concept notes.

Coordinate with the Information management unit to transfer all the information about the implementation and beneficiaries to be filled and documented as per the policies and procedures

Coordinate with the Hygiene promotion team, for a smooth implementation of the soft components activities under this project.

Synergy and coordination between the different WASH portfolio units ensuring a proper and timely implementation of the different WASH projects

Provision of field input for the acquisition of new WASH projects

Perform External coordination and engagement

Ensure continuous coordination with stakeholders and communities (e.g. Bekaa Water Establishment, H2ALL consortium, NGOs, universities, UN agencies, government, municipalities, partners, and donors).

Establish good and trustworthy relationships with different stakeholders (partners, donors, etc.)

Attend coordination meetings, sector meetings, Partners meeting, etc.

Ensure external connections that can facilitate the activities implementation and ensure the absence of activity duplications with other agencies

Ensure Capacity building

Attend and participate in capacity building trainings locally and internationally, if any

Increased team members skills, capacity and knowledge ensuring a better project implementation

KNOWLEDGE, SKILLS AND ABILITIES:

1. Bachelor Degree or Post Graduate Diploma in the following: Engineering, preferable specialized in water and environment and any other relevant field
2. 3 to 5 years of experience in WASH project management (design, planning, implementation, budgeting, reporting, and evaluation and monitoring)
3. Strong English and Arabic communication skills (oral and written)
4. Ability to travel across the country regularly for training, assessment, regular monitoring and evaluation
5. A high level of diplomacy and networking skills is required.
6. Strong capacity building and facilitation skills
7. Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
8. Ability to manage work life and work without supervision
9. Ability to work in and contribute to team building environment
10. Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources
11. Able to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office)
12. Understanding of internet and email
13. Experience in managing staff, partners and facilitating capacity building.
14. 2 years’ experience in NGOs in the work of implementing or managing programs in any field related to water, sanitation, health or shelter: involving assessments, design, planning, implementation, budgeting, reporting, and evaluation and monitoring with experience in working in the informal tented settlement.
