M&e Coordinator

General Description   International Relief  and  Development (IRD)   is an  international charitable, non-for-profit, non-governmental organization that collaborates with  local  and  international partners to design  and implement humanitarian relief  and development aid programs. IRD's  mission is to  reduce   the   suffering of  the   world's  most   vulnerable  groups   and  provide  tools and resources needed to  increase their  self-sufficiency. IRD  was  founded   in  1998   and  has grown   over   the  past  decade   into   an  organization that   is  operating in  many   countries across the  world.   IRD  has been present in Lebanon  since  2006,  and the  first  activities included assistance to poor  rural  households in southern Lebanon  adversely affected by the  July  War.  Currently, IRD  implements projects in  Lebanon   within the  context of  Syrian crisis  supporting civil society  organizations, Syrian  and Iraqi refugees, and Lebanese  host  communities.   Monitoring and  evaluation efforts play  a critical role  in  strategic decision  making, as well as  overall  program operations, as  IRD continues  to  enhance   its  quality  programming, project implementation and reporting. The M&E Coordinator supports project management and  engages   stakeholders. They  are  thus   aware   of  accomplishments,  learn   from   best practices, and collaborate to improve future direction. IRD  will  ensure  maximum benefit to the    target   populations  and   gather   input    on implementation  through   participatory monitoring  approaches through  a  combination  of  output  and  outcome  data   collection strategies, timing, and methods.   Specific Responsibilities   Under  the  supervision of the  Program Manager, the  M&E Coordinator is responsible for  an overall monitoring and  evaluation systems within the  FCO-funded Capacity  Strengthening of Civil Society  (CSCS) project; the  specific  duties  include:   •    Develop M&E tools and trackers for verifying and tracking program activities and indicators, including activities of grant projects •    Manage  the  collection of baseline data  through both  existing data  and primary data collection, as necessary, at the start of  the  project, and ensure that the data is verified throughout the  program implementation •    Ensure  that  data  is captured properly in different types of Databases Management Systems and trackers, in close coordination with  Database/IT Officer •    Ensure  that   program targets, as  set  forth in  donor agreements, are achievable, clearly defined, that all necessary  systems  are in place for their measurement. Where necessary, recommend  revisions to  indicators and/or targets and provide senior  management with written justification for these modifications. •    Orient team members and partners  to program/grant projects indicators and ensure that all everyone has a common  understanding of how indicators  are defined  and are to be measured and reported. •     Maintain contact with program partners to ensure proper  progress against  set M&E benchmarks; this  includes  providing technical support to program partners to build M&E plans and/or activity indicators for grant  projects •     Manage  data  collection process  and  ensure that all data collectors are capable to use IRD data management software, in close coordination with  Database/IT Officer •     Build  the capacities of the program partners on monitoring and evaluation tools •     Establish user-friendly reporting formats and systems for use to collect all necessary grant  projects indicators in a timely and accurate manner •     Contribute to  drafting  the  monthly, quarterly and  final reports which report on indicators and progress towards  targets,  including a clear explanation of any problems  encountered in the monitoring and  evaluation  process and how these were  addressed •    Work in close cooperation with other program components ensuring implementation of all project activities in the  field. •    Provide technical coaching sessions to CSO program partners on M&E guidelines, while providing relevant  tools and resources •    Work closely  with  the  Program Coordinator and Grants  Coordinator on strengthening the overall organizational capacity of the CSO program  partners •    Other duties as assigned  by Program  Manager.
