In view of UNFPA’s resilience related activities in Lebanon in support of the Syrian refugees as well as Lebanese affected by the Syrian crisis, the UNFPA Country Office (CO) requires additional support to ensure the timely delivery of response and high quality activities and services. UNFPA Lebanon has developed its intervention plan focusing on Gender Based Violence (GBV) and Reproductive Health (RH) with particular emphasis on youth in line with the Regional Response Plan for Syria, UNFPA Strategic Framework for the Syria crisis and the Government Response Plan for the Syria Crisis.
GBV prevention and response is receiving increased attention from governments, civil society, donors and the UN system be it in development as well as humanitarian as related contexts. This is an encouraging indication that this universal human rights violation is increasingly receiving the concern and support it merits. UNFPA’s leadership on GBV related programming and coordination under the development/humanitarian contexts has led to increased momentum in addressing GBV at the national level.
In order to expand its programming response to provide greater inputs to global, regional and national efforts to prevent and respond to GBV as well as Violence against women (VAW) and girls, UNFPA Lebanon will build on related projects and interventions supported since 2003 and implemented by a wide range of partners. The support will address GBV/VAW under both development as well as humanitarian/ resilience contexts with the aim to maximize the impact and benefit to the targeted population.
ORGANIZATIONAL LOCATION
The incumbent will be based in the UNFPA CO in Beirut, Lebanon with regular field visits to targeted areas namely those affected by the Syria crisis.
JOB PURPOSE
He/she will be supporting the UNFPA CO team in order to ensure that all GBV related interventions and efforts are coordinated in such a manner to ensure quality, timely, efficient and effective responses to the needs of affected populations of concern (refugees and host communities) and that operational responses in all UNFPA supported sectors are inclusive of GBV priorities where and if needed. The GBV coordinator will be reporting to and shall be guided by the GBV Specialist, and will be coordinating his/her tasks with the rest of the humanitarian/ development team namely the humanitarian field coordinator.
ACTIVITIES AND TASKS
3.1. Partnership and Coordination
Contribute to representing UNFPA’s GBV mandate and concerns in various humanitarian sectoral coordination mechanisms (i.e. central, periphery, etc)
Contribute to coordination/sector meetings and mechanisms for addressing GBV related concerns and gaps under relevant working/sub-working groups (i.e. protection, youth, RH, health, gender, etc)
Coordinate joint activities and interventions and ensure complementarity in interventions among partnerships
Advise about new potential partnerships for implementation of interventions and contribute to profiling/assessing/pursuing those (Conduct capacity assessment of new implementing partners to be engaged in the implementation of GBV related activities)
Contribute to revising the protection/GBV sector interventions – namely those to be supported by UNFPA - under the Lebanon Crisis Response Plan (LCRP)
Contribute to developing and revising the UNFPA GBV framework that articulates key interventions to be supported by UNFPA
Contribute to preparing requested reports, both internal (UNFPA quarterly/annual reports, SITREP etc) and external (donor reports, interagency dashboard etc).
3.2. Planning and Programming
Advise UNFPA CO team (and partners) about particular GBV needs, emerging priorities and gaps to be considered within the various interventions with emphasis on RH and targeting young people in particular
Explore opportunities and entry points for UNFPA to design/adopt GBV related interventions for specific at-risk/vulnerable groups (including youth and those affected by the crisis)
Proactively take part in identifying and assessing GBV related needs prior to initiation of projects/interventions
Participate in conceptualizing and designing GBV related initiatives and interventions including ones related to youth and adolescents young girls and based on identified gaps and emerging priorities
Support in building knowledge and programming practices in relation to GBV through information sharing and facilitation of external and internal trainings
Contribute to drafting Terms of Reference for various GBV tasks and activities
Contribute as a resource person – and as needed - in specific GBV related tasks such as training, data collection, advocacy, etc
Organize and follow up on GBV related events such as consensus building meetings, dissemination meetings, expert group meetings, press conferences, stakeholders’ meeting, training workshops etc, with the development of the objectives, agenda, material, etc
Ensure proper follow up with the national consultants/experts and civil society groups/institutions who will be implementing specific GBV related activities
3.3. Monitoring
Undertake regular field visits to ensure proper and efficient implementation of GBV related activities by partners
Develop a monitoring plan in close coordination with the field humanitarian coordinator with clear tasks, milestones and timeline to ensure adequate implementation of all GBV related tasks by the different implementing partners
Advise on any potential shortfalls/bottlenecks in the implementation of the interventions, suggest corrective measures and ensure that the latter are being adequately implemented
Provide regular briefing to CO on activities implemented, assessment findings, priorities, gaps, constraints, challenges, recommendations, etc.
Monitor GBV projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels, and coordinates timely delivery of quality project and financial reporting and ensure adequacy with finance and activities
Follow up and contribute to preparation by CO and/or implementing partners of annual and other periodic work plans and monitor progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results, and documents and applies lessons learnt to close the gaps
Propose amendments and modifications in the workplan based on emerging needs
Contribute to any GBV related evaluation exercises by providing input and follow up
Ensure regular contribution to the CO specific monitoring tools/systems developed by the M&E team
3.4. Additional tasks
Support in developing GBV concept notes and proposals for programming and donors
Prepare regular and ad hoc notes/reports on GBV issues and activities for the CO
Review consultants reports/documents/material and provide comments
Provide GBV related input and information to be used in preparing briefs, articles, stories, and statements for visibility and promotional such as newsletters, website, press releases, etc
Contribute to documenting lessons learned and best practices, particularly on those related to the field operations for effective delivery of GBV related activities
Support internal/external mission related to GBV programming
Provide support in translation, speech writing, etc related to GBV
Perform any other duties as may be assigned by the supervisor and/or head of office

JOB REQUIREMENTS
5.1. Education
Master Degree in Social Sciences or related field with considerable knowledge in development, gender issues - including gender based violence - and human rights
5.2. Experience and Knowledge
4-5 years experience in programme management and coordination, including monitoring and evaluation in development as well as humanitarian settings
Good knowledge in the field of gender equality/gender based violence
Familiarity with national settings including at community level and the capacity to communicate and negotiate efficiently and coordinate within a wide spectrum of partners, including government, NGOs and grassroots as well as community leader
Good Skills in research & data collection
Experience in coordination, advocacy and training is recommended
Job Knowledge
Familiarity with the humanitarian response as well as related resources and coordination mechanisms is an asset
Building strategic alliances and partnership
Knowledge, skill, and experience in participatory methods for community development and mobilization
Fluency in speaking and writing Arabic and English
Excellent computer skills in various applications including word processing, database, power point, and internet
