1. Role and Responsibilities
The following is a brief description of the role.
Generic Responsibilities
Analysis of the operating environment in Lebanon as it impacts on NGO operations.
Advise Country Director and Area Managers on appropriate safety and security measures.
Implementation of the NRC Security Management System at national level.
Conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS).
Manage security staff at country office.
Support, training and development of security staff capacity in all offices.
Prepare reports, including post-incident analysis, as required.
Communicate and cooperate with relevant external security actors.
Train NRC programme and office staff in safety and security.
Ensure all staff and visitors are given security inductions.
Specific Responsibilities
1) Update Safety and Security Plan (SSP), evacuation, relocation, hibernation, medevac and crisis management SOPs and ensure staff are briefed on these documents.
2) Issue advisories as necessary, ensuring data is disseminated reliably to staff.
3) Maintain incident database and ensure incidents are mapped.
4) Create and maintain information networks with relevant local actors.
5) Maintain safety and security training records, and develop training materials in response to the evolving context.

2. Competencies
1. Professional competencies
Generic Professional Competencies:
Minimum 3 years of experience working as a senior Security Manager in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Valid driver’s license
Context related Skills, Knowledge and Experience:
Good knowledge of Lebanon’s humanitarian context
Fluency in Arabic
Demonstrated leadership and management skills
Ability to formulate and communicate analysis of a changing security environment
Awareness and responsive to gender and cultural issues
