1. Role and responsibilities
Generic responsibilities
Implement NRC’s financial systems and procedures at national level
Ensure adherence to Financial Handbook, other NRC policies and donor requirements
Maintain budget control and monitor cash flow
Ensure that the accounting, monitoring and reporting are according to procedures
Supervise, train and develop financial team
Prepare and submit reports and analysis as required
Ensure proper filing of all financial documents
Support project staff in financial matters
Specific responsibilities
Ensure that all project’s budgets are uploaded into Agresso
Prepare monthly reports of the financial situation of the projects
In coordination with the FAM, hold monthly meetings with PMs, PD and CD to review financial reports
Ensure preparation of Project Summary Sheet (PS) & Balance Reconciliation Sheet (BRS) within the stipulated period
Coordinate and facilitate with independent auditor for reports and tax declarations
Prepare donor financial reports
Participate in budget preparation for new proposals and grant applications to ensure compliance with NRC and donor guidelines
Be the focal point between the FAM and field finance officers
Train the finance and program staff on budgeting, reporting and donor regulations. Take the lead in identifying changes to donor regulations and provide guidance and organize trainings
Support the external auditor to ensure timely audit report statements
In absence of the FAM, communicate financial related matters with controller when needed; be the focal person to report projects’ results to PMs, PD and CD.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• Coordinate with PMs, FMs, PCs/FCs and field FOs in budget preparations & follow ups

• Min. 3-5 years relevant experience in a similar position /management and coordination of staff/ good project management skills
• Previous experience from working in complex and volatile contexts
• Familiar with grants proposal writing and reporting
• Documented results related to the position’s responsibilities

• Fluency in English, both written and verbal
Context/ Specific skills, knowledge and experience:
• Knowledge of the context in Lebanon
