Job Summary
The Finance Officer will be responsible for day to day processing of transactions and sound management of Concern’s funds according to policies and procedures. The Finance Officer will be primarily responsible for making, coding and recording authorised payments, maintaining cashbook, issuing and clearing floats and reimbursements, assist in preparing payroll, undertaking bank reconciliations, preparing journal entries, and always ensuring supporting documentation is adequate.
Duties and Responsibilities
Manage cash and Bank books ensuring all entries are accurate and fully supported by proper documentation
Make timely payments as per authorised payment requests.
Ensure presence and accuracy of all required supporting documentation and relevant authorisations before processing payment requests.
Check with authorising officers, should payment requests not be complete or correct.
Code or check the coding for all payments to ensure it is being charged to the right cost centre/project
Reconcile cash and bank books
Support budget holders to prepare and track their budgets as required
Undertake regular cash counts of monies held with Finance Manager and report any anomalies
Undertake bank and cash reconciliations on monthly/weekly basis and submit to Finance Manager
Track and record income and cash transfers with bank
In consultation with HR, prepare payroll payments (with supporting documents) for approval each month. This will include maintaining a payroll system for national employees
Review and make timely payment of any applicable taxes in line with government / internal deadlines.
Assist in the tracking of donor income payments
Prepare regular monthly payments eg., rent in line with contracts
Support the preparation of donor finance reports
Support the Finance Manager to prepare budgets and finance reports as required
Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.
Adhere to a strict code of confidentiality in performance of duties.
Develop, implement and maintain appropriate filing system for paperwork related to all financial transactions processed locally. Support Concern’s work in Lebanon by undertaking other tasks as appropriate and as directed by line manager.
Skills, Qualifications, Experience and Attitude Required
Degree level qualification in financial field from recognised institute
Minimum of three years experience in bookkeeping or similar role.
Good communication skills in English and Arabic
Must be computer literate with a comprehensive knowledge of MS, Excel & accounts packages
High integrity and demonstrated ability to follow standards
Ability to work to deadlines
Meticulous and attention to detail
