Program Officer, Monitoring & Evaluation

  The Program Officer will be responsible for designing and implementing the M&E activities of an UNICEF funded project. He will prepare intermediate and final reports and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. The Program Officer will work in close collaboration with project team, donors and other entities. The Program officer will be based in Mada’s Beirut office.   Specific responsabilities Develop  clear M&E plan and tools to ensure timely and quality implementation of project Organize a training on monitoring and evaluation for the project team Hold monitoring and evaluation field visits basis to monitor the project,  to evaluate project progress and results Work with project staff in the field to incorporate appropriate monitoring and reporting systems for the monitoring of project activities and outputs. This includes developing appropriate data collection systems and tools, outlining monitoring responsibilities and designing reporting forms and systems.  Establish the reporting procedures and preparations of reports for management and funding agency Maintain ongoing liaison with donor representatives for project quality Establish monitoring progress against objectives in the project  Produce interim and final reports  to donor based on progress reports provided by the project coordinators Liaise with donor, partners and staff and ensure a proper flow of information and communication both internally and externally Ensure appropriate budget management practices are followed and all financial reporting practices are in line with donor requirements in coordination with the Financial Coordinator Foresee necessary modifications and establish related communication with funding agency Participate in U.N interagency coordination meetings and NGO sector coordination groups and identify areas for coordination, collaboration and expansion Participate in Mada’s coordination meetings   Education and experience  Academic degree in related field  such as Development Studies, Social Science or any other relevant field  3 - 5 years experience in Monitoring and Evaluation in the Education/Development field including design and implementation of project and program monitoring and evaluation plans.   knowledge and Skills required Excellent knowledge of monitoring and evaluation methodologies Knowledge and experience with donor reporting requirements Knowledge of the developmental sector in Lebanon and experience in working with NGO's Familiarity with the United Nations Convention of the Rights of the Child Familiarity with socio-economic and educational context of deprived rural communities in Lebanon Ability to analyze and synthesize and Excellent reporting skills according to donor standards Excellent social and interpersonal skills Team work spirit Initiative, involvement and commitment Ability to commit to deadlines and produce quality work in a short timeframe
