- BACKGROUND AND CONTEXT
Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.
Oxfam is seeking to establish a framework agreement with a qualified supplier for the Delivery and supply of washing machine to Collective shelter’s location Bekaa, BML and South Areas.
- SPECIFICATION OF GOODS REQUIRED
- General Specifications:
13 kg manual (twin tub) washing machine
- Wash Capacity: 13 kg (dry laundry weight).
- Spin Capacity: Usually 7 kg to 10 kg (Note: The spinner is almost always smaller than the wash tub).
- Voltage: 220V–240V / 50Hz–60Hz.
- Material: Usually a high-grade plastic (polypropylene) body to prevent rust.
- Dimensions: Approximately 90 cm (W) x 100 cm (H) x 55 cm (D).
- Wash Programs: Typically 3 (Gentle, Normal, Strong/Heavy).
- Weight: The machine itself usually weighs between 30 kg and 40 kg.
- Warranty letter between 6 months to one year.
- Necessary Fittings & Accessories
- Water Inlet Hose: Flexible PVC hose with a standard 3/4-inch connector.
- Inlet Adapter: A universal rubber tap adapter with a metal screw-clamp (for non-threaded taps).
- Drain Hose: Heavy-duty, large-diameter gravity drain hose (ensure it is at least 1.2m long).
- Safety Press Disc: The plastic "Gland" or "Spinner Cover" that holds clothes down during the spin cycle.
- Lint Filter: Integrated mesh or plastic cartridge filter (removable for cleaning).
- Rat Guard: A solid plastic base plate to seal the bottom of the machine from rodents.
If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam ´s objectives) these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers.

Remuneration is based on submission of final deliverables according to the schedule below.

Any questions, remarks or requests for clarification can be sent up to 7 days before the submission deadline in writing. The (anonymised) questions will be answered to all applicants.

The quotations will be assessed according to the following criteria and distribution of points:in the ToR
Oxfam withholds the right to conduct interviews with one or more potential suppliers before an award decision is made. The purpose of the interview is to seek further clarification on the submitted quotations and learn more about the background and previous experiences of the potential suppliers and their teams.

These Codes of Conduct set out the specific standards and principles in the areas of human and labour rights, environmental impact and anti-corruption that suppliers must follow.
