Shelter Project Coordinator

Norwegian Refugee Council is implementing an urgent shelter intervention to improve the shelter living situation of refugees in Kobeyyat Lebanon   The role of the PC is to coordinate the day to day activities of these projects ensuring that they are implemented within NRC’s guidelines and as per the project proposals.  In addition, the PC will take the lead in all aspects of the project management cycle from needs assessments to project reporting.     JOB PURPOSE The Project Coordinator (PC) shall work under the guidance of the Field Manager (FM) and the Shelter Programme Manager (PM) ) to fulfil the objectives of the Norwegian Refugee Council (NRC) as stated in a) the Programme of Principles, b) the Program and Shelter Policy, c) the Country Strategy, d) the Project Proposals and e) the running Activity Plans and budgets. Any changes from these plans shall be reported immediately to the FM and PM. The PC is expected to follow NRC’s routines and guidelines for project governance applicable for the particular projects. The PC is responsible for the implementation of the Shelter projects in Myanmar on field level.   REPORTING TO The PC reports to the Field Manager. There is also a technical reporting line to the Shelter Programme Manager.   TASKS AND RESPONSIBILITIES Overall responsible for the field implementation of the Shelter Projects according to proposal, budget and developed activity plans. This includes the following aspects:   Project Implementation Progress Management according to activity plans Management of project staff (in cooperation with FM) If applicable, oversight over Work executed by incentive workers, contractors, beneficiaries and/or host community Quality Control of project implementation      including focus on defined cross cutting issues and adherence to      humanitarian principles Ensure that constructions are in      accordance with norms and standards including adherence to technical and      safety standards Visit/supervise regularly to all project      sites   Monitoring and Reporting Report weekly to PM and FM on progress      (implementation of activity plans) Report weekly to PM and FAM on spending      (according to activity plans) Prepare field reports as required by      proposals and budgets; both on output and outcome level Develop monitoring formats for on-site      quality control and construction management Closely monitor the adherence to logistic, financial, and anti-corruption guidelines, especially related to procurement, contracting and purchase Closely monitor the adherence to the code of conduct by project staff and all contractual partners, especially related to beneficiary selection   Budget Control                                Manage the project budget related to      implementation and according to activity plan Ensure that all project activities are in      accordance with budget lines. In cooperation with PM and FAM keep      project budget management tools up to date   Human Resources In cooperation with the FM and PM, manage      the recruitment of shelter staff Communicate regularly with project staff,      offering on the job training, support and advice as relevant and taking      note of their experiences and suggestions Suggest staff training and staff      development initiatives and coordinate with PM, HoO and HR Implement the staff training and staff      development plans   Coordination Ensure a constructive cooperation and      continuous communication with local authorities and beneficiaries and host      population on field level Ensure a constructive cooperation and      continuous communication with other international and local NGOs as well      as the UN family on field level, particularly in the Habitat /      Construction sector Actively contribute to established coordination mechanism on field level and participate in relevant coordination meetings Exchange on a regular basis      ideas/information/opportunities with PM and FM Ensure a constructive cooperation and      on-going technical dialog with other CC staff   Advocacy Actively promote the rights of IDPs/returnees according to country strategy and communication strategies   Project Applications Continuously assess the humanitarian and shelter situation in the project areas and communicate possibilities for further projects to PM, FM and other CC staff Prepare/develop narrative and budgets for proposals in conjunction with PM, FAM, Logistic Manager and shelter project staff   Program Development In close collaboration with the PM assess possibilities for expansion and further development of the shelter and other CC programs In coordination with PM, FAM and FM      continuously assess the feasibility of activity plans and suggest      adjustment when necessary Contribute to the development of the      country strategy, especially regarding priorities in the shelter sector   Overall Document technical issues and questions,      and channel to the Shelter Advisors at HQ through the PM Further improve/develop procedures and tools for monitoring Any other task relevant to the position as requested by the PM or FM     ACHIEVEMENT INDICATORS   Project Implementation Activities stated in the activity plan executed Outputs stated in the project proposals reached Plans, procedures and timelines for the construction programme exist in writing and followed Necessary construction material available at start of activity NRC logistical, financial, administrative and security procedures adhered to NRC Code of Conduct followed   Monitoring and Reporting Good quality reports produced at regular intervals and delivered in time   Budget Control Follow up budgets and avoid under- or over expenditures Construction budget according to activity and spending plan   Human Resources Staff hired and trained as planned A good working environment established   Coordination Regular contact with partners and Shelter authorities Contact with relevant external actors established and followed up Coordination and good cooperation assured with the other NRC programs   Advocacy Partners, beneficiaries and hosts know about the project objectives and the humanitarian imperatives NRC adheres to   Project Applications Proposals for future funding prepared/developed within set timeframes   Program Development The country strategy and the program development plan contain field knowledge and reflect needs
