Since early 2025, Yemen’s humanitarian response has faced acute funding shortfalls, leading to sustained reductions in operational capacity across multiple sectors, including CCCM.
The situation in Hadramawt Al Wadi has continued to stabilize following the recent shifts in territorial control earlier this month. Reports indicate a decline in hostilities, supported by reported prohibitions on carrying weapons within city centers.
The overall humanitarian situation in Hadramawt remains relatively stable, supported by the recent halt in military operations. However, the rapid shift in territorial control and the presence of multiple armed actors have created uncertainty that continues to affect civilian movement and needs.
Since February 2025, 190,000 South Sudanese have sought refuge in countries neighboring South Sudan, including an estimated 45,000 in the Democratic Republic of Congo (DRC), 39,000 in Ethiopia, 75,000 in Sudan, and 30,000 in Uganda.
Yemen’s third dekad of November 2025 is expected to be cooler and drier as the country transitions into the winter season. Temperatures will be near or slightly above average, with very cold nights in the highlands that may persist over the coming weeks.
2025 has brought unprecedented challenges to Yemen. Drastic funding cuts have forced aid agencies to scale back many life-saving programmes. Seasonal floods have once again devastated communities, sweeping away people’s homes and belongings.
The Sudan crisis has become the world’s largest displacement and protection emergency. Since April 2023, some 14 million people have been forced to flee their homes, of whom nearly 12 million remain displaced —7.3 million within Sudan and over 4.2 million across borders into the Central African Republic, Chad, Egypt, Ethiopia, Libya, South Sudan, and Uganda
In September, the security situation in Darfur and Kordofan States remained highly volatile and unpredictable, marked by intensified military confrontations, drone strikes, aerial bombardments and increasing intercommunal tension, leading to widespread insecurity, civilian displacement and growing humanitarian needs.
A total of 164,000 South Sudanese have sought refuge in countries neighboring South Sudan, including an estimated 33,000 in the Democratic Republic of Congo (DRC), 35,000 in Ethiopia, 70,000 in Sudan, and 26,000 in Uganda. In addition, over 131,000 Sudanese refugees have returned from South Sudan in recent months.
Since the outbreak of armed conflict in Sudan on 15 April 2023, Africa Region faced a large-scale humanitarian crisis marked by one of the most significant displacement movements in recent years. Millions of people fled the violence, crossing into Chad, Egypt, Ethiopia, South Sudan, and Uganda.

The Sudan crisis has triggered the largest displacement and protection emergency in the world today. Over 14 million people have been forced to flee since April 2023, with 12 million remaining displaced, including over 3.2 million refugees and asylum-seekers who have crossed borders into the Central African Republic, Chad, Egypt, Ethiopia, Libya, South Sudan, and Uganda as of mid-2025.
Since the beginning of September compared to last month, the number of cases has doubled to above 400 patients at Abs General Hospital in Hajjah governorate, while at Al Qanawis Hospital, Hodeida reported a weekly average of more than 21 patients which is a 50 per cent increase in cases, many of them are children under five years of age.
After more than ten years of conflict, Yemen is again on the brink of humanitarian disaster, standing as the world’s third most food insecure context. As of September this year, 18.1 million people are estimated to face acute hunger (IPC Phase 3 and above).
More than 50,600 households (approximately 354,400 people) in 19 governorates have been affected by heavy rains and flooding since 1 August. This includes 157 reported casualties, including 62 fatalities and 95 injuries.
The International Organization for Migration (IOM), with generous support from the King Salman Humanitarian Aid and Relief Centre (KSrelief), has completed a year-long project to improve sanitation infrastructure and solid and liquid waste management services for over 185,000 people in Ma’rib Governorate, home to Yemen’s largest population of internally displaced persons (IDPs).
UNICEF supported 3,127 Primary Health Care facilities out of 5,214 nationwide, representing 60% of Yemen's facilities, and delivered essential services to 1.5 million women and children, including maternal, newborn, and child health, despite ongoing humanitarian challenges.
According to a statement by the UN Spokesperson, and the UN Under-Secretary-General for Humanitarian Affairs, civilians remain cut off without access to food and clean water, and public health is deteriorating amid outbreaks of diseases like cholera.
Since early August, torrential rains and violent windstorms have devastated communities across Yemen, destroying homes, sweeping away livelihoods, and displacing thousands of families already living in precarious conditions.
In 2025, the Regional RRP is designed to target the needs of 2.53 million refugees and 1.84 million members of the host community in the five main asylum countries, the Democratic Republic of Congo, Ethiopia, Kenya, Sudan, and Uganda.
