The Financial Officer is responsible for overseeing the financial operations of the Commission, ensuring compliance with legal and regulatory frameworks, and optimizing financial performance.

Key Responsibilities:

Financial Management:

  • Oversee all financial operations to ensure efficient allocation of resources and financial sustainability.
  • Ensure compliance with Lebanese financial regulations, internal policies, and international financial standards.
  • Prepare and manage the annual budget, providing accurate forecasts and financial reports.
  • Develop and implement financial strategies to support the Commission’s mission and objectives.

Financial Reporting:

  • Prepare monthly, quarterly, and annual financial reports for the Executive Director and stakeholders.
  • Ensure transparency in financial reporting to the Chairperson, government entities, donors, and partners.
  • Monitor and analyze financial performance, recommending corrective actions as necessary.

Internal Controls & Audits:

  • Develop and maintain strong internal financial controls to safeguard assets and ensure accurate financial reporting.
  • Coordinate internal and external audits, implementing recommendations for improved financial management.

Cash Flow & Resource Management:

  • Manage cash flow and ensure sufficient resources are available to meet operational needs.
  • Supervise payments, grants, and funding processes, ensuring proper documentation and tracking.

Team Supervision & Development:

  • Supervise and guide the financial team, providing training and development opportunities.
  • Ensure efficient use of financial software and tools for financial management.

Stakeholder Coordination:

  • Collaborate with other departments to ensure effective allocation of financial resources.
  • Maintain relationships with external financial stakeholders, including donors, auditors, and financial institutions.

Reporting Line:

Reports directly to the Executive Director of the National Commission for the Missing and Forcibly Disappeared.
