General Objective

Specific Objectives
- Collect data through surveys, interviews, or other data collection tools provided by the MEAL Officer.
- Visit designated locations or participants as required.
- Ensure data quality, accuracy, and confidentiality during collection.
- Report daily progress and any issues encountered to the MEAL Officer.
- Follow ethical standards and respect participants’ rights during data collection.
- Perform any additional tasks related to data collection as instructed by the MEAL Officer.

II. Description of the Assignment
- Planned Activities
Assignment Preparation
- Participate in briefing sessions with the MEAL Officer to understand the objectives, tools, and data collection methods.
- Review relevant project documents as provided (e.g., data collection tools, survey questionnaires, guidelines).
Data Collection Phase
- Conduct field visits and collect data as per the instructions of the MEAL Officer.
- Administer surveys, interviews, or other data collection methods accurately and ethically.
- Ensure confidentiality and data integrity during collection.
Data Submission and Reporting
- Submit daily collected data and forms to the MEAL Officer.
- Report any challenges or issues encountered during data collection promptly.
Post-collection Follow-up
- Participate in debriefing or validation meetings as required by the MEAL Officer.
- Assist with any additional tasks related to data verification or follow-up.

- Coordination
The Enumerator will report directly to the MEAL Officer, Mrs. Dona Abou Zeid. Coordination and communication will be maintained primarily with the MEAL Officer for task assignment, and reporting. Briefing and debriefing meetings will be organized by the MEAL Officer to ensure clarity and support throughout the assignment. The Enumerator is expected to maintain availability and responsiveness to meet daily requests promptly and effectively.

Profile
Qualifications and Skills:
- Basic education or experience in data collection or similar field preferred.
- Good communication and interpersonal skills.
- Ability to follow instructions carefully.
- Reliability and punctuality.
General Professional Experience:
- Minimum of 1 year of experience in data collection, field work, or related roles.
- Experience working with NGOs, development projects, or research organizations is an advantage.
- Familiarity with basic data collection tools (paper-based or digital).
- Ability to follow instructions and work under supervision.
- Good interpersonal and communication skills to interact respectfully with community members and participants.
Specific Professional Experience:
- Previous experience as an enumerator or data collector on similar MEAL or research projects preferred.
- Knowledge of local languages and cultural contexts in Beirut or assigned locations.
- Experience handling confidential and sensitive information with discretion.
- Ability to accurately record and report data without bias.
- Flexibility to work on short notice and adapt to changing schedules.

The best value for money is established by weighing technical quality against price on a 60/40 basis. The quality of each technical and financial offer will be evaluated in accordance with the following award criteria and the weighting:

Tenders will be appraised and given a score of up to 100 points according to these criteria.
NB:
- Only tenders with scores of at least 45 points on technical evaluation qualify for the financial evaluation.
- No other award criteria will be used. The award criteria will be examined in accordance with the requirements indicated in the Terms of Reference.
