Farah Social Foundation is implementing a project, to reduce hunger and improve the health and well-being of the community through access to healthy and nutritious foods, targeting pregnant and lactating women in Beqaa Area.
Farah Social Foundation (FSF) is looking to establish a Framework Purchase Agreement with a reputable and qualified company for the supply of ingredients used in preparing hot meals. A total of 400 pots of ready-cooked hot meals will be prepared and distributed daily to 400 households (each household consisting of 5 individuals) in the Beqaa area, for a duration of 120 days over 6 months, targeting pregnant and lactating women.

2. TENDER PROCESS: All interested and eligible firms are requested to submit their offers in person and not by email in two sealed envelopes: Technical and Financial (as detailed below).
3. TENDER DOCUMENTS:
The Supplier shall complete and submit the following documents:
3.1 FINANCIAL ENVELOP: (Sealed and stamped):
- Filled RFQ (Request for Quotation) Prices and information to be filled in the cells highlighted in yellow – RFQ to be signed and stamped by the Bidder
- Bank Verification Letter: To confirm the business bank account details. It should be issued in 2025, stamped and signed by the bank.
- Copy of a commercial registration Certificate: Showing the business License
- Copy of Commercial Circular ((اذاعة تجارية: stating the name and signature of the legal representative - validated in 2025.
- Copy of the MoF (Ministry of Finance) Tax registration certificate
- Copy of the VAT registration certificate (if available)
- ID of the Legal representative
- Delegation of authority or power of attorney (In case the Legal representative is not the owner)
3.2 TECHNICAL ENVELOP: (Sealed and stamped):
- Code of Conduct form (available in PDF on Daleel Madani) - to be signed and stamped by the Bidder
- PSEA form (available in PDF on Daleel Madani) - to be signed and stamped by the Bidder
- Technical specification Form (available in PDF on Daleel Madani) - to be filled, signed and stamped by the Bidder
- Reference sheet (Proof of previous experience in similar agreements or tenders) – at least 3.
- Lab Tests: required for the Beef and chicken only. The bidder should provide the lab tests for the Beef & Chicken. To highlight that the dates of these tests should be recently issued by reliable laboratories.
4. CLOSING DATE:
Deadline for bids submission is 26 of November 2025 at 2:00 P.M. Beirut Time.
All bids submitted after this deadline will be rejected.
Please take into consideration the following:
- Carefully read the RFQ dossier and its annexes.
- Clearly mark the envelops (Envelope 1. Financial & Envelope 2. Technical) both sealed, signed and stamped. Please add the name of the company on all envelops.
- All items listed in the RFQ must be made in Lebanon.
- Vegetables should be sourced from small-medium scale farmers from the Beqaa area.
- Both beef and chicken must also be from local farms from the Beqaa region.
- The expiry dates of the packed/conserved items in the RFQ should be clearly indicated and shall not be earlier than July 2026.
- Offers that do not meet these requirements will not be considered.
