Background and Context

In light of the recent security escalation in Lebanon, which has led to forced displacement of populations from areas affected by bombardment—particularly from Tyre camps and other areas subjected to mandatory evacuations there is an urgent need to provide essential and rapid healthcare services to displaced populations in the city of Saida, especially in shelters and informal settlements.  The Mobile Clinic initiative, operated by the Human Call Association (Al-Nidaa Hospital), comes as a response to this urgent need, aiming to ensure continued access to primary healthcare services for the most vulnerable groups.

Human Call Association is a humanitarian, non-profit organization dedicated to providing essential health and social services to vulnerable communities in Lebanon, particularly among refugees and underserved populations.  Human Call Association announces an open tender for the procurement of medicines to support its mobile clinic operations. This initiative aims to provide essential primary healthcare services to displaced populations residing in shelters across the Saida area. Interested suppliers are invited to submit bids in accordance with the specified requirements and timelines.

Mission

To provide comprehensive, mobile, and high-quality primary healthcare services to displaced populations in Saida, ensuring a rapid response to urgent health needs, while promoting prevention and early detection of diseases, in partnership with local and international stakeholders.

Strategic Objectives

  • Ensure access to primary healthcare services for at least 2500 beneficiaries per month among displaced populations in Saida.
  • Reduce complications of acute and chronic diseases through early detection, treatment, and follow-up.
  • Promote preventive health and health awareness within shelters and communities.
  • Provide healthcare services that address the needs of the most vulnerable groups (children, women, elderly, and patients with chronic diseases).
  • Strengthen the medical referral system to hospitals and specialized centers when needed.

How to Apply

Suppliers interested in participating in the tender for the provision of medicines for the mobile clinic are invited to submit their bids in a sealed envelope on the following address: (Accounting office at Al-Nidaa Hospital, Ein El-Hilweh camp, Saida, Tel: 07-750638, email: humancal@gmail.com) everyday from 10am to 2pm except Sundays. Bids must include all required administrative, technical, and financial documents, in accordance with the stated specifications and conditions. Suppliers should ensure that their submissions are complete, signed, and submitted before the indicated deadline. Late or incomplete applications will not be considered. All inquiries should be directed to the contact details provided below.

Bid Submission and Opening

Bids must be submitted before the stated deadline.  No later than 31/03/2026, 3pm.

Late bids will not be accepted.

The procurement committee will conduct bid opening and record:

• Supplier names

• Date and time received

• Bid prices

Bid Evaluation

Evaluation will be conducted by a minimum three‑member committee.

Evaluation steps include:

• Administrative compliance review

• Technical evaluation

• Financial comparison

Contract Award

The selected supplier will receive a Purchase Order or Contract.

Unsuccessful bidders may be notified where appropriate.

Delivery and Inspection

Goods and services will be inspected upon delivery to ensure compliance with specifications.

The following documents must be completed:

• Goods Receipt Note (GRN)

• Inspection report (if required)

Payment Procedures

Payments will be processed only after verification of:

• Signed contract or purchase order

• Supplier invoice

• Delivery documentation

Finance will ensure that payments are consistent with contractual terms.

HCA maintains zero tolerance for fraud, bribery, and corruption.

Any suspected misconduct must be reported immediately to management.
