I. About LADE
LADE is a Lebanese non-profit and non-partisan organization advocating for election integrity and fair representation as two vital pillars for a functional democracy. Since its establishment in 1996, the Lebanese Association for Democratic Elections (LADE) has been heavily involved in instigating electoral reform on a national level through a set of well-designed interventions amongst which election monitoring constitutes a corner-stone for a viable parliament, where it features as a necessary tool to assess the electoral framework and propose amendments when needed. The association's early efforts reached paramount in 1998 with the implementation and management of a full-fledged campaign aiming at restoring local elections across Lebanon for the first time since the breakout of the Lebanese Civil War. Consequently, LADE’s role grew further and as a leading reformist organization. LADE’s awareness extended throughout the years to cover pre-elections, e-day and post-elections activities. Moreover, the association has been able, in a short period of time, to catch up with the academic and societal debates around media ethics and gender participation and has successfully developed a multifaceted and multidisciplinary approach to citizenship and electoral reform.
II. Job Purpose
The Project Finance Officer focuses specifically on managing the financial aspects of a FCDO funded project, including budgeting, tracking expenses, and ensuring compliance with donor requirements. He/she will also be responsible for the financial documentation, data entry and financial reporting.
III. Main Tasks
1. Manage the finances of the project
- Prepare and analyze monthly financial and management reports.
- Maintain records and ensuring all financial transactions are carried out by LADE.
- Oversee daily project expenses and control cash books.
- Monitor compliance with generally accepted accounting principles (GAAP), LADE, and FCDO Procedures.
- Produce the project financial statements and cost center reports in accordance with the proposed budget.
- Responsible for all tax obligations for the project.
- Ensure integrity of all financial information related to the project.
2. Oversight on the accounting functions of the project
- Accounting system data entry.
- Produce monthly comparison financial reports according to schedules.
- Analyze variances and explore potential problems with the management.
- Work with both internal and external auditors during financial and operational audits.
- Provide training for the project staff on the project financial guidelines and procedures.
3. Assist in the administration of the project
- Maintain the inventory of stationery and office equipment and supplies for the project.
- Establish and maintain a physical and electronically filling system for the project.
- Handle the procurement of the project.
IV. Key Qualifications
1. Education
- Bachelor degree in Public/Business administration, Finance/Accounting, or any related field.
2. Experience
- At least 3 years of experience in accounting and project financial management.
- Good knowledge of NGO work.
- Familiar with donors’ financial regulations.
- Capable of using main computer applications (Microsoft Office Application).
- Good knowledge of financial and accounting systems available in Lebanon.
3. Skills
- Strong project management skills, including planning, budgeting, and reporting.
- Very good communication skills.
- Ability to work under pressure.
- Ability to develop creative solutions to problems.
- Results oriented.
- Good command in Arabic and English.
