JOB TITLE: PROJECT MANAGER
LOCATION: Tripoli – North Governorate Lebanon
LECORVAW PURPOSE:

JOB PURPOSE:
To provide management of the project Women’s Access to Justice (WAJ) in the Middle East and North African (MENA) Region- Phase 2- including having overall budget responsibility, human resource management and ensuring quality and timely implementation of project in Tripoli and northern governorate of LEBANON
REPORTING LINES:
Direct reports: Donor’s Project Officer
DIMENSIONS:
Represents the affiliate in coordination meetings and some external relationships.
Usually plans and manages the resources of one or more sub-units though, not normally over a broad spectrum of programs or geographies.
Specific competencies and skills are required to achieve the job’s objectives eg geographical, thematic, and managerial.
Provides specialist advice or specific skills to their team or programme unit.
Management tasks are complex and non-routine within their specialist unit or function.
Requires the ability to analyse and communicate complex information to a wide audience.
Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported by line management or the programme team.
The focus of the role can vary but has well-defined targets and/or minimum standards, and is both proactive and reactive.
KEY RESPONSIBILITIES:
Project Implementation Leadership:
To provide leadership in the implementation of all aspects of the project and ensure attainment of key objectives of the project, as outlined in the project document across all locations
Ensure that LECORVAW director and donor’s representatives, are regularly updated on the progress of the programme and any issues that might impede the successful implementation of the programme.
Lead on preparation of relevant implementation plans in consultation with partners.
Prepare regular management and operational reports covering the achievement of key milestones agreed in plans
Liaison with all key stakeholders to ensure that all parties play their part in the execution of agreed actions.
Lead on the WAJ II project review events and ensure that adequate documentation of various aspects of the programme is ensured
Budget Responsibilities:
Manage, monitor and review operational budgets covering all aspects of the project on a monthly basis, explaining any over or under-expenditures.
Ensure corrective action is taken across all targeted locations based on budget, expenditure and forecast
Ensure that resources are correctly allocated and spent as per agreed plans of operation
Donor Reporting and Relations:
Collect, analyse and develop progress reports for donors
In consultation with the LECORVAW’S director to ensure that communication with donors is effective and regular.
Ensure programme compliance with the donor requirements, including procurement guidelines, as stipulated in the funding agreement
Advocacy and Communication Strategies:
Ensure communication with all key stakeholders.
Provide leadership on development of national advocacy work and media campaigns.
Ensure delivery of all national support aspects of the programme with respect to advocacy and capacity building across all locations.
Human resource management:
Work in close collaboration with the other members of WAJ team, with line management responsibility for the following team members: Donor’s Project Officer
Support the team to set performance objectives and to ensure delivery of the objectives as agreed
Follow up on the progress of the attainment of objectives and regular team meetings
Monitoring, Evaluation and Learning:
Work with all stakeholders to ensure that there is regular, participatory review and reflection on successes and challenges in order to improve effectiveness, share good practice and increase impact of the programme
Ensure effective systems are in place to gather and analyse information on programme outputs and outcomes at all levels
SKILLS AND COMPETENCE:
Significant demonstrable experience, of at least 3 years, in managing multidimensional, complex, donor-funded programmes/projects (E)
Fluency in written/spoken Arabic and English (E)
Gender development, protection background and/or women’s right background (E)
Understanding/experience of programme implementation principles and their practical application - gained internationally and/or in the region in the NGO sector (E)
Ability to form trusting, effective working relationships across a wide range of stakeholders (E)
Line management experience (E)
Highly flexible in style with the ability to produce creative and pragmatic solutions to complex/ambiguous operational problems (E)
Experience of working in a multicultural team environment with both national/global staff (E)
Experience of working in insecure environments and adhering to security protocols (D)
Experience in protection and accountability programmes (D)
Prepared to undertake regular travel to the field (E)
