BACKGROUND:
Oxfam is currently mounting a response to the Syria Crisis, in Jordan, Lebanon as well as Syria. The Oxfam International programme is currently reaching over 500 000 people affected by the crisis, across the three countries.
A humanitarian partnership team has been formed, with a regional remit on supporting partner-led humanitarian delivery, as well as the capacity building and organisational development of civil society to be able to provide quality humanitarian assistance now and for the future. Oxfam is guided by its partnership policy that ensures mutual respect and accountability between Oxfam and partners.

TEAM PURPOSE:
To assist people affected by the Syrian Crisis through the provision of essential humanitarian aid.
To ensure effective financial management and reporting within the Syria Crisis programme.
JOB PURPOSE: To be responsible and accountable for the day-to-day operation related to a defined accounting area.

KEY RESPONSIBILITIES:
To assess partner's financial capability, and assist programme team on capacity building plans and implementation.
To assist the HPM on the development of programme and activities budgets.
To assess the development and maintainance of partner financial requirements and management.
To provide capacity building support to the partners on financial management, financial systems and control in compliance to OGB and donor requirements.
To ensure financial compliance through audit check of finance reports from partner NGOs and provide written feedback to the Finance Manager and Humanitarian Programme Manager.
Establish and maintain filing system for partners reports and back up documents per grant and per partner
Ensure compliance of programme staff on grant monitoring, balances and closure of grants.
To liaise with OGB’s partners/beneficiaries.
Perform audit on partners to ensure financial management systems and reports of partners are of the required standard and prepare financially sound reports to be shared with partners and relevant programme staff
To be link and coordinate financial issues between Programme, Partners and Oxfam finance
Communicates frequently with Programme and Finance manager to ensure that all those who need to share information are well informed.
To check grant payment requests ensuring compliance to agreed condition of payment.
To hold responsibility of petty cash in order pay per diems and expenses for the workshops/trainings participants
Review of partner reports, chase reports, prepare reports and to be ensure that report from partner can be presented to the donor within Oxfam’s report to donor
ADDITIONAL RESPONSIBILITIES
Check PeopleSoft reports and submit to FM: Print enquiry reports from PS.
Check project budgets and submit to FM.
Prepare information required by auditors.
Prepare monthly accounts from PeopleSoft; print Peoplesoft reports.
Revise and audit all the payments up to GBP1,000 assuring it includes all the supporting doc’s: invoices, receipts, proof of payment, procurement doc’s, and or contracts, etc. This will require seeking appropriate authorisation and ensuring that all supporting documents are appropriately filed.
