Policy Development and Institutional Accountability Consultant

A. Policy Development

Develop two new policies:

  • Accountability to Affected Populations (AAP) Policy
  • Safeguarding Policy (consolidating existing PSEA, GBV, Child Protection, and Code of Conduct policies)
  • Ensure both policies align with:
  • Core Humanitarian Standard (CHS) commitments
  • Donor and UN agency safeguarding standards
  • Lebanon’s legal and operational context

B. Policy Review and Update

1-Review and update the following existing organizational policies:

  • Human Resources (HR) Policy
  • Procurement Policy
  • Accounting and Financial Policy
  • Organizational Sustainability Policy (including risk management and succession planning)

2-Integrate gender-sensitive, inclusive, and participatory approaches across all policies.

3-Align policy frameworks with SFD’s mission, strategy, and SDG commitments.

 

   C. Capacity Building and Validation

  • Conduct a validation workshop with SFD senior management and staff to review and finalize policies.
  • Develop implementation guidelines and orientation materials to support rollout.
  • Provide coaching session on applying and monitoring these policies.
