Role Overview  

The Finance and Accounting Officer will be responsible for overseeing and managing the financial and accounting functions, ensuring accurate financial reporting, compliance with internal policies and donors’ regulations, and maintaining accurate financial records. This role will be responsible for financial recordkeeping, managing procurements, and support budgeting and forecasting to guide accurate decision-making. Key responsibilities include processing payments, maintaining systematic archiving, and preparing accurate financial reporting for management and donors. This role also covers grant and fund management, cash flow monitoring, and coordination of compliance and audit processes. In addition, this role will provide financial analysis, administer payroll and benefits, and implement strong internal controls. By ensuring effective internal communication across teams, the Finance and Accounting Officer contributes to efficient operations and supports the overall sustainability of the organization. This role supports both programmatic and production activities across Warchee’s workshops.

Responsibilities

  • Accurately maintaining financial records by recording all financial transactions, including income, expenses, grants, and donations. This includes maintaining ledgers and journal vouchers. 
  • Managing the procurement process, including vendor selection, negotiation of contracts, and ensuring timely and accurate processing of purchase orders with the department in line. 
  • Assisting in the preparation of annual budgets and financial forecasts for Warchée. Monitoring actual expenses against budgeted amounts and providing regular reports on budget performance.  
  • Overseeing payment procedures, such as verifying invoices, processing payments, and maintaining proper documentation. 
  • Ensuring proper archiving and record keeping of financial documents, such as invoices, receipts, contracts, and other important financial records, in accordance with regulatory and company policies.  
  • Preparing financial statements, such as income statements, balance sheets, and cash flow statements, in accordance with relevant accounting standards. Ensuring timely and accurate reporting to internal management, and donors.  
  • Overseeing the financial aspects of grants and funds received by the NGO. This includes ensuring compliance with grant terms, tracking expenses, preparing financial reports for donors, and managing budget revisions when necessary.  
  • Monitoring cash flow, preparing cash flow forecasts, and ensuring sufficient funds are available for operational needs. Managing bank accounts, including reconciliations, deposits, and withdrawals.  
  • Ensuring compliance with financial regulations, donor requirements, and internal policies. Facilitating internal and external audits, providing necessary documentation and explanations, and implementing audit recommendations.  
  • Analyzing financial data and providing insights to support strategic decision-making. Identifying financial risks, and opportunities, and making recommendations to improve financial performance and efficiency. 
  • Managing employee payroll, including processing salaries, benefits, and statutory deductions. Ensuring compliance with labor laws, tax regulations, and other requirements.  
  • Establishing and maintaining effective financial controls to safeguard the company’s assets and ensure accurate financial reporting. Implementing policies and procedures to prevent errors, and misappropriation of funds.  
  • Collaborating with managers, project teams, and other stakeholders to provide financial guidance and support. Communicating financial information in a clear and understandable manner to non-financial staff.  

Requirements  

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field (Master’s degree or professional certification such as CPA, CMA, ACCA is an asset). 
  • Proven experience in financial management and administration, ideally within NGOs or similar organizations. 
  • Strong knowledge of accounting principles, financial reporting, and grant management. 
  • Experience with budgeting, forecasting, cash flow management, and financial analysis. 
  • Familiarity with procurement processes, compliance standards, and donor regulations. 
  • Demonstrated ability to manage payroll and benefits administration. 
  • Experience in preparing and supporting external and internal audits. 
  • Strong skills in financial software (QuickBooks, Sage, or similar) and proficiency in Microsoft Office (especially Excel). 
  • Excellent organizational skills, with a high level of accuracy in recordkeeping and archiving. 
  • Strong communication and interpersonal skills to ensure effective internal communication with project and management teams. 
  • Fluency in Arabic and English (French is a plus). 
  • High integrity, accountability, and ability to handle confidential information with discretion.
